Which lecturers are exempted from Foreign Language and Information Technology exams when promoted?

The Ministry of Education and Training stipulates exemption from Foreign Language and Information Technology exams when promoting titles for some main lecturers and senior lecturers of grade I and grade II.

The Ministry of Education and Training has just sent an official dispatch to ministries, ministerial-level agencies, government agencies; People's Committees of provinces and centrally-run cities; public universities and colleges of education on organizing exams to promote professional titles (CDNN) of senior lecturers (grade I) and main lecturers (grade II) in 2017.

Accordingly, officials taking the exam to be promoted to the rank of senior lecturer (grade II) in 2017 must take all the following exams: General knowledge exam; Professional and technical knowledge exam; Foreign language exam; Information technology exam.

Exam content: Basic information technology skills according to the standards of the main lecturer (grade II).Exam format: Computer-based practice. Exam duration is 45 minutes.

MCDNN foreign language exam for senior lecturer (grade II)

The Ministry of Education and Training stipulates exemption from foreign language exams in the CDNN promotion exam for senior lecturers (grade II) in one of the following cases: Having studied and researched full-time abroad and been awarded a university degree, master's degree or doctorate from a foreign training institution using one of the following languages: English, Russian, French, German, Chinese in training; the degree has been recognized by a competent authority according to current regulations. Having a second university degree in a foreign language in one of the following languages: English, French, Russian, German, Chinese.

Have a Level 3 foreign language certificate according to the 6-level foreign language proficiency framework for Vietnam (B1 according to the Common European Framework of Reference) or have an international English certificate TOEFL PBT 450 points, TOEFL CBT 133 points, TOEFL iBT 45 points, IELTS 4.5 points or higher. The above foreign language certificates are still valid for 02 years (24 months) as of September 30, 2017.

For lecturers majoring in foreign languages, the foreign language exemption regulations in section 4.1 must be in a language other than the foreign language major being taught.

Candidates who are exempted from the foreign language test must present to the Examination Council (at the examination location) proof of exemption, including: Original diploma or certificate of exemption as prescribed for direct comparison at the Examination Council. A copy of the diploma or certificate of exemption must be notarized or certified by a competent authority to be kept at the Examination Council.

A certified copy of the diploma (issued by a foreign educational institution) recognized by the Department of Testing and Educational Quality Assessment (now the Department of Quality Management) under the Ministry of Education and Training according to current regulations, notarized and certified by a competent authority to be kept at the Examination Council.

Exemption from CDNN computer science exam for senior lecturer (grade II)

Exemption from the exam forStudy for civil servants who have graduated from intermediate level majoring in information technology or information technology or higher.

Requirements: Candidates who are exempted from the IT exam must present to the Examination Council (at the examination location) proof of exemption, including: Original certificate of exemption according to regulations for direct comparison at the Examination Council; Copy of certificate of exemption notarized and certified by competent authority to be kept at the Examination Council.

Exemption from foreign language exam for senior lecturers (grade I)

Exemption from the exam in one of the following cases: Having studied and researched full-time abroad and been awarded a university degree, master's degree or doctorate degree from a foreign training institution using one of the following languages: English, Russian, French, German, Chinese in training; the degree has been recognized by a competent authority according to current regulations.

Have a second university degree in a foreign language in one of the following languages: English, French, Russian, German, Chinese.

Have a Level 4 foreign language certificate according to the 6-level foreign language proficiency framework for Vietnam (B2 according to the Common European Framework of Reference) or have an international English certificate TOEFL PBT 500 points, TOEFL CBT 173 points, TOEFL iBT 61 points, IELTS 5.5 points or higher. The above foreign language certificates are still valid for 02 years (24 months) as of September 30, 2017.

For lecturers majoring in foreign languages, the foreign language exemption regulations in section 4.1 must be in a language other than the foreign language major being taught.

Exemption from CDNN computer science exam for senior lecturers (grade I)

Exemption from computer science exam for civil servants who have graduated from intermediate level in computer science or information technology or higher.

Candidates who are exempted from the IT exam must present to the Examination Council (at the examination location) proof of exemption, including: Original copy of the exempted diploma according to regulations for direct comparison at the Examination Council; Copy of the exempted diploma notarized and certified by a competent authority to be kept at the Examination Council.

Certificate of training according to CDNN standards for senior lecturers (grade I)

Within 12 months from the date the Ministry of Education and Training announces the results of the promotion exam, the competent agency or unit managing and employing civil servants must be responsible for sending civil servants who participated in the 2017 CDNN promotion exam to attend a training course to complete the standards of the CDNN rank for the exam.

In case an official is sent for training to complete the standards of the CDNN rank for the exam but does not attend the training course or the learning results do not meet the requirements, the competent authority will not appoint the official to the CDNN rank that passed the promotion exam and will not reserve the results of the exam attended./.
