Assigning 28 tasks to the Ministry of Interior.

This is the content stated in Decree No. 61/2012/ND-CP, which stipulates the functions, tasks, powers, and organizational structure of the Ministry of Interior, recently issued by the Government.

Specifically, the Decree states that the Ministry of Interior is a government agency performing the function of state management in the following sectors and fields: state administrative and public service organizations; local government and administrative boundaries; state officials, civil servants, and public employees; associations and non-governmental organizations; emulation and commendation; religion; state document management and archiving; youth; and state management of public services under the Ministry's purview as prescribed by law.

At the same time, the Decree assigns the Ministry of Interior to perform the tasks and powers as stipulated in Government Decree No. 36/2012/ND-CP regulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies, and 28 specific tasks and powers.

This includes the task of submitting to the Government proposals on the organizational structure of the Government for each term of the National Assembly; proposals and draft decrees of the Government on the establishment, merger, consolidation, division, separation, and dissolution of Ministries, ministerial-level agencies, and agencies under the Government; draft decrees regulating the organization of specialized agencies under the People's Committees; and draft decrees regulating the decentralization of management of state administrative and public service organizations. At the same time, it involves appraising draft decrees of the Government regulating the functions, tasks, powers, and organizational structure of Ministries, ministerial-level agencies, and agencies under the Government...

The Ministry of Interior is also tasked with submitting to the Government regulations on the classification of administrative units at all levels; the establishment, merger, division, separation, adjustment of boundaries, and renaming of administrative units at all levels; and the appraisal and submission to the Prime Minister for approval of the election results of members of provincial People's Committees.

In addition, the Ministry of Interior decides on the allocation of civil servant positions, overseas employment positions for organizations under Ministries and ministerial-level agencies, and civil servant positions under provincial People's Committees after the Prime Minister approves the total annual state civil servant positions; guides and inspects the implementation of Government and Prime Minister's regulations on recruitment, use, management of job positions, appointment to ranks, transfer to ranks, promotion, change of professional titles, evaluation, appointment, reappointment, transfer, rotation, secondment, resignation, dismissal, disciplinary action, termination of employment, retirement, ethics, and communication culture of officials, civil servants, and public employees.

Therefore, compared to Decree No. 48/2008/ND-CP, the Ministry of Interior no longer performs the tasks and powers related to cryptography.

The Ministry of Interior has 23 subordinate units.

In terms of organizational structure, the Ministry of Interior has 23 subordinate units. These include 18 administrative units assisting the Minister in performing state management functions and 5 non-administrative units serving the Ministry's state management functions.

Notably, the Decree allows several departments under the Ministry to be organized into subordinate divisions, such as: the Organization and Personnel Department with 2 divisions; the Local Government Department with 4 divisions; the Civil Servant and Public Employee Department with 1 division; the Ministry's Inspectorate with 3 divisions; the Ministry's Office with 9 divisions, etc.

Regarding transitional provisions, the Decree states: The Central Emulation and Commendation Board and the Government Religious Affairs Committee shall continue to operate according to current regulations until the Minister of Home Affairs submits to the Prime Minister a decision on the functions, tasks, powers, and organizational structure of these units. At the same time, the State Archives and Records Department shall continue to operate according to current regulations until the Minister of Home Affairs decides on the functions, tasks, powers, and organizational structure of this unit.

The Decree takes effect from October 1, 2012.
