This is the result not only of the authors but also of the dedication and efforts of the entire industry.
Quality assurance must come from "quality"
Quality assurance solutions in general education institutionsstarted to be deployed in all general education institutions in Nghe An from the 2019-2020 school year in the context that the whole sector is still implementing Resolution 29 on "Fundamental and comprehensive innovation of education and training" and implementing the 2018 General Education Program.
After 10 years of innovation, the general education system has clearly developed in scale, diversified in types of schools and classes, forms, teaching methods, management...

However, besides the achievements, the Nghe An Education sector has also clearly seen the shortcomings, especially in the quality of comprehensive education. Due to the large gap between regions, especially in the mountainous districts, Nghe An, although considered a land of learning, while the quality of key subjects is always in the top, the general quality is in the second half of the country.
Before 2020, Nghe An had never been ranked higher than 35th out of 63 provinces and cities in the high school graduation exam for regular 12th grade students.

Analyzing the causes, it is shown that partly due to the lack of attention paid to quality assurance in schools. Therefore, scientifically based solutions and models to ensure quality in general education institutions have not been proposed and implemented.
From the important role above, the implementationquality assurancein general schools in Nghe An has been systematically implemented starting from the assessment of the current situation of comprehensive education quality, achievements and also "bottlenecks" and some other shortcomings and weaknesses. The construction of viewpoints on ensuring educational quality is inherited and flexibly applied from domestic and foreign scientists; supplemented with more on quality assurance in general education institutions in Nghe An.

The core and key content in quality assurance work is the process and procedure of building output standards with the participation of students and parents, ensuring that the quality of education is higher each year than the previous year, with comparison and breakthrough based on the analysis of internal and external factors, the direction of state management agencies, parents, alumni, etc. From there, the school commits to the minimum level of educational quality with students and parents and proposes plans and solutions for implementation.
Turn pressure into motivation
The Center for Vocational Education - Continuing Education of Do Luong district does not have a favorable "input". Despite its low starting point, when the Department of Education and Training implemented the model "Ensuring educational quality in general education institutions", this was one of the pioneering schools, the first to register.
After 3 years of implementation, the education quality of the Vocational Education - Continuing Education Center of Do Luong district has clearly changed, in 2022 alone it rose to the top 20 schools with the highest graduation exam scores in the province.

Having achieved this, teacher Trinh Van Toan - Director of the Center said: "The implementation of quality assurance with specific criteria and commitments will certainly put pressure on teachers. However, we determined that there must be pressure, teachers will be under pressure with the center, the center will be under pressure with the Department of Education and Training. That will be the driving force for success".
Looking back at the entire implementation process, from the early days when there were concerns, fear of innovation, and fear of pressure, now the implementation of quality assurance solutions has become a "breath of fresh air" that creates motivation to promote teaching and learning, improving quality in schools. Therefore, in recent years, not only has the province's key education quality been maintained and always ranked among the top in the country, but the general quality has also changed significantly, most clearly demonstrated by the results of the national high school exam.

Specifically, if in 2018, the average score of the whole province was 5.89, ranked 42/63 provinces and cities, in 2020, 2021 it was 38th and 34th; then by 2022, after synchronously and drastically applying solutions, the average score increased to 6.36 points, ranked 20/63 provinces and cities, an outstanding achievement for a province with 10 mountainous and highland districts and the highest achievement ever.
The results achieved also confirm the superiority of the model. It is even more meaningful because at this time, in the whole country, Nghe An is the first locality to pioneer in implementation, highly appreciated and replicated nationwide by the Ministry of Education and Training. During the implementation process, 7 articles were published in specialized newspapers and magazines, of which 2 were published in prestigious international magazines. Thereby, the solution to ensure the quality of general education has been popularized not only domestically but also internationally.
After 3 years of implementing the project, although the province's overall investment has remained almost unchanged, the quality of general education has changed significantly, bringing great value, clarifying the brand of teaching quality of Nghe An.
More importantly, the results have confirmed the superiority of the solutions. Thanks to that, the inherent limitations and weaknesses have been gradually eliminated. At the same time, it has changed the perception of quality management and governance, creating a breakthrough in improving the quality of education, affirming the position of general education quality not only in Nghe An but also in the whole country, which is highly appreciated by the Provincial Party Committee, People's Council, and Provincial People's Committee and recognized by the people.
