The higher the speed of the vehicle, the more solid the brakes are needed. The solid brakes here are: building and perfecting legal regulations, including the Party Charter, State policies and laws, local regulations, etc.

In his closing speech at the 6th Conference of the Central Committee (12th tenure), General Secretary Nguyen Phu Trong outlined the task: “Basically implement the model of Party Committee Secretary concurrently being Chairman of the People's Council; implementing the Party Committee Secretary concurrently being Chairman of the People's Committee at the district and commune levels where conditions permit. Strengthening decentralization and reasonable delegation of power, along with building a mechanism to control power and closely inspect and supervise.”

Thus, in the coming years, the unification of the apparatus and cadres will be materialized, contributing to turning the Party Resolution into reality. However, the unification of the organization and apparatus is not a simple task that can be done simultaneously, but there are certain conditions. Those are necessary and sufficient conditions. So what are those conditions?

Starting from the organization- apparatus

The most obvious and easily recognizable problem in the organization and apparatus of the political system in our country today is the duplication of functions and tasks; the same or nearly similar tasks, but many organizations and agencies do the same, so that when there are shortcomings, omissions, or limitations, no organization or agency takes responsibility. Through the pilot work of Quang Ninh province in the past 3 years, it shows that the time has come for us to unify a series of organizations and agencies at the district or commune level with each other nationwide.

For example, in the past, unification in Quang Ninh was carried out widely and mainly in some key positions as well as agencies and units with similar functions and tasks such as: Party Committee Secretary is also Chairman of the People's Committee at the same level; Party Committee Office (VPCU) with People's Council Office and People's Committee Office; Inspection Agency with Inspection Committee; Organization Board with Internal Affairs Department; Propaganda Department with Information and Communication Department; most commonly, Party cell Secretary is also the head of village, hamlet...

However, not all places have the same preparation or conditions as Quang Ninh. Therefore, one of the requirements to unify the two most important leading positions at the district and commune levels today, which are the Party Committee Secretary and the Chairman of the People's Committee, is to first organize a good "three-in-one" model. That is, to unify the Office of the Provincial People's Committee - the Office of the People's Council - the Office of the People's Committee into one Office to assume the functions and tasks of the three previous offices.

The name of this new Office must be unified, reflecting the true nature of an agency serving the people and managing society in the area. This "three-in-one" model will avoid the situation where an official is appointed to lead 2 or 3 different agencies at the same time, then the head must "run back and forth" or "divide" the working week into 3: at the beginning of the week, he "sits" at the VPCU, in the middle of the week, he "sits" at the Office of the People's Council, and at the weekend, he "sits" at the Office of the People's Committee, and the situation of "one side is important, one side is nervous" cannot be avoided.

Our ancestors have a saying: "The sacredness depends on the subordinates". If we want the Office to perform well its advisory and leadership support functions, there are 4 major and important requirements for this newly merged office:

1). Grasp the principles, professional understanding and expertise in both Party building work, state management work and apparatus organization in the conditions of unification of both organization, apparatus and head as well as arising from practice to report regularly and promptly for leadership and direction;

2). Properly advise leaders on solutions to problems arising in the process of implementing resolutions of Party committees and policies and laws of the State in the area;

3). Have the courage and grasp the relevant policies, resolutions, laws, regulations and rules to prevent leaders from unintentionally or intentionally violating them;

4). Is the place of first responsibility and the first "barrier" when the leader abuses power.

If the above 4 tasks of the new Office are maintained and strictly implemented, it will be both a solid support and the best place to monitor so that leaders cannot act arbitrarily, dare not act arbitrarily, and do not want to act arbitrarily when given a lot of power in their hands.

To the specific person

During his lifetime, Lenin recognized the power of the party organization for the proletarian revolution early on when he said: “Give us an organization of revolutionaries, and we will turn Russia upside down.” Once there was an organization that united revolutionaries who were wholeheartedly devoted to the revolutionary movement, the remaining problem was to select leaders with enough courage, moral qualities and capacity to operate that organization.

The unification of three organizations and apparatus into one entails that the leading cadre must necessarily possess the following elements: head of the Party Committee (the highest representative of the Party organization at the district and grassroots levels); head of the People's Council (the highest representative of the people at the district and grassroots levels); head of the government (head of the executive body at the district and grassroots levels).

This seems to be difficult to have available candidates to choose from, but in reality, there is a basis for selecting specific people, based on the implementation of the following principles: first, party members assigned to participate in leadership and direction must be "incarnated" into organizations and apparatuses representing the people and the government; second, the higher-level party committee selects qualified party members to recommend as candidates for the people to directly elect by their votes; third, implement the motto "cadres take care of the people's work, let the people directly evaluate, select, supervise, and give constructive opinions"; Fourth, applying the new Central's cadre rotation principle stipulates that cadres and party members in any locality are not allowed to be leaders or heads in their hometown and the rotation period is at least 3 years or more (this will contribute to preventing and limiting negativity, especially localism, cliques, group interests, cronies...)

The higher the speed, the stronger the "brakes" must be.

Thus, when there is a good, complete machine, at the same time there is an experienced, steady "driver" plus a favorable infrastructure (heavenly time, favorable terrain, and harmony between people), the vehicle is ready to rush forward. However, experience shows that the higher the speed of the vehicle, the more secure the "brake" must be to prevent possible accidents.

Giving too much power to one person without regulations and rules as well as loosening inspection, control and supervision will eventually lead to abuse of power. The “brakes” here are certainly: building and perfecting legal regulations and rules, including the Party Charter, State policies and laws, and local and grassroots regulations; regularly checking, inspecting and auditing leadership and direction on the basis of self-criticism and criticism; periodically and regularly having supervision and constructive comments from the masses and people on the organization, apparatus, leaders and heads on the basis of publicity and transparency, especially regarding the assets and income of leaders themselves and their families according to regulations of the Central Government...

Unifying the organization and apparatus is both an urgent and fundamental task for the long term. Therefore, reviewing, supplementing, amending and perfecting mechanisms, policies and regulations is to create the necessary and sufficient conditions for unifying the organization and apparatus in the new development stage of the country.
