Every time a new school year begins, the issue of 'leaving' or 'staying' resurfaces, causing anxiety among teachers and public outrage.
The new school year 2018-2019 has been going on for more than a month, but the story of “teacher rotation” is still smoldering in some localities. Recently, there was the story of a 43-year-old teacher in Hung Nguyen who was suffering from 4 diseases: heart failure, goiter, thyroid and uterine fibroids but was still rotated to teach in a difficult area, dozens of kilometers away from home.

Although this teacher had submitted a series of documents proving that she was sick, the district still decided to transfer her. Explaining this issue, a district leader said: "According to the plan, those with serious illnesses will have their transfer postponed." But this person also said: "There is no regulation on what constitutes a serious illness, but in my opinion, it could also mean being bedridden"!
After being transferred to a new teaching position for a while, this teacher had to be hospitalized for surgery. Frustrated because her petitions were not resolved, the teacher took to social media to ask for help, and the press got involved.
Although the teacher transfer is causing a stir in public opinion, especially the indignation of the sick teacher, in a recent press response, the leader of Hung Nguyen district remained indifferent and defended: "The transfer subjects and transfer procedures are carried out according to the regulations of the Project, ensuring publicity, democracy, objectivity and have contributed to balancing human resources, improving the quality of education, ensuring rights, obligations and equality, so they are agreed upon by teachers and supported by the people"???.
Previously, also in Hung Nguyen district, a principal was disciplined by the party and the government after being discovered to have collected and spent many illegal amounts of money, and was transferred to the district's Department of Education and Training to work as a specialist. However, less than 10 months after that disciplinary action, this teacher was transferred to become the acting principal of a commune right next to her old school while the scandal of collecting a series of illegal amounts of money had not yet subsided, causing many people to be upset.
This, as stated by the Director of the Department of Education and Training of Nghe An at the recent working session with the National Assembly delegation of Nghe An province, is "disgusting" and does not receive the consensus of the people! The press has also reported it, however, Hung Nguyen district still "ignores" this issue.
The rotation of teachers from one school to another, or from favorable to difficult places to improve the quality of education and ensure fairness among teachers is a good policy of Hung Nguyen district and some other localities.
However, the rotation must be truly objective, public, transparent and must create favorable conditions for the rotated teachers to "settle down and work". Avoid the situation that every year, at the beginning of a new school year, the issue of "going" or "staying" arises, causing insecurity among the teaching staff.
And, it is not without reason that many teachers on the list of those who must be transferred are "suddenly" given preferential treatment to stay or transfer to a more favorable school without any valid reason. This is creating "disgust" and indignation among the public.
