Preschool teachers do not miss the opportunity to receive support money from the 26 trillion social security package
(Baonghean.vn) - Recently, there have been many opinions that the Department of Labor, Invalids and Social Affairs "refused" to accept support applications for non-public preschool teachers at 5 non-public preschools. However, the nature of the matter is completely different.
Accordingly, immediately after receiving the list of 37 people from 5 non-public preschools in Vinh City, the Department of Labor, Invalids and Social Affairs took many actions to speed up the completion of payment records for non-public preschool teachers.
Responding to the reception of dossiers from non-public preschools, the representative of the Department of Labor, Invalids and Social Affairs said that the city had received 5 dossiers from 5 school units, including a list of 37 teachers approved by the city. However, through the appraisal process, it was found that although the subjects met the standards of the subject group specified in Article 13, Article 14, Chapter IV, Decision 23/QD-TTg, there were still some details that did not meet the system of documents of the Ministry of Education & Training and the standards of Article 13, Article 14, Chapter IV, Decision 23, so the Department requested the city to review.
"In the official dispatch requesting Vinh city to review, we also asked the city to follow state documents to ensure that no subjects are left out," said Mr. Doan Hong Vu - Director of the Department of Labor, Invalids and Social Affairs.

Accordingly, upon receiving 5 sets of documents from non-public preschools including 37 teachers and workers proposed for support under Resolution 68/NQ-CP and Decision 23/2021/QD-TTg, the Department of Labor, Invalids and Social Affairs issued Official Dispatch No. 2674/SLĐTB & XH - VL dated August 11, 2021 to the Department of Education and Training, regarding coordination in implementing support for workers as prescribed in Article 13, Article 14, Chapter IV of Decision No. 23/2021/QD-TTg dated July 7, 2021 of the Prime Minister in Nghe An province.
In this dispatch, the Department of Labor, Invalids and Social Affairs stated: Based on the provisions of Decision 23 and other relevant regulations, the Department of Education and Training is requested to propose support for employees working at private educational institutions that must stop operations at the request of competent state agencies to prevent the epidemic, from which the Department of Labor, Invalids and Social Affairs has a basis to report and propose to the Provincial People's Committee to consider and guide the implementation of support policies for employees in the above group of subjects.
This document also requests the Department of Education and Training to clearly define the summer vacation time for the 2020-2021 school year for private educational institutions.
If the summer vacation coincides with the epidemic break but teachers are still entitled to receive salary according to Article 3 of Circular 48 of the Ministry of Education and Training, then according to the provisions of Article 13, Article 14, Chapter IV, Decision 23, employees are not entitled to receive benefits in this list.
After receiving the official dispatch from the Department of Labor, Invalids and Social Affairs, on August 13, 2021, the Department of Education and Training also issued Official Dispatch 1597/SGD & DT-TCCB on coordinating the implementation of support for workers according to Decision No. 23/QD-TTg dated 07/07/2021 of the Prime Minister.
According to this document, the Department of Education and Training stated: Particularly for preschools that are organized to operate during the summer when parents need to send their children, on the principle of voluntary participation in the agreement. However, due to the epidemic situation, all non-public preschools are required to stop operating until July 26, 2021, the Department has just issued Document No. 1459/SGD & DT-VP allowing them to resume operations from July 28, 2021.
The Department of Education and Training also requested the Department of Labor, Invalids and Social Affairs to send an official dispatch to the Provincial People's Committee to consider implementing support policies for workers.
Regarding this, the Department of Labor, Invalids and Social Affairs stated its opinion: We only hope that the parties review according to current regulations so that preschool teachers can receive support according to regulations. Therefore, upon receiving the official dispatch from the Department of Education and Training, we request the city to review according to the spirit of Decision 23, to have specific advice for the Provincial People's Committee.
“Assuming that teachers are not entitled to the benefits according to the regulations in accordance with the epidemic break time coinciding with the summer break according to Article 3 of Circular 48 of the Ministry of Education and Training, they will still receive the support package in August and September. Therefore, regardless of the situation, non-public preschool teachers will still receive support of more than 3.7 million VND according to the regulations in Article 13, Article 14, Chapter IV of Decision 23/QD-TTg dated 07/2021 of the Prime Minister on support for workers affected by the Covid-19 epidemic” - Director of the Department of Labor, Invalids and Social Affairs Doan Hong Vu said.
Nghe An province has 58 non-public kindergartens, 290 independent nursery groups, 113 managers, 2,240 teachers, and 686 employees.
