In 2020, high school teachers will invigilate and grade high school graduation exams. University and college lecturers will not provide support like in last year's national high school exam.

According to the draft regulations for high school graduation examsannounced by the Ministry of Education and Training on May 20, the exam supervisors are teachers from high schools or junior high schools in the province, and the exam room supervisors are high school teachers. This is a big difference compared to the national high school exam because last year, 50% of the exam supervisors were lecturers and specialists from departments and offices of universities and colleges.

Similarly, with the exam marking work, universities will also be absent. This year's essay marking committee will have one or more marking teams. Each team has a team leader and examiners who are all officials and teachers who have directly taught the same subject as the subject being marked in high school.

Regarding the marking of multiple-choice tests, this year the head of the marking committee is concurrently the leader of the examination council, that is, the Director or Deputy Director of the Department of Education and Training. Last year, the Ministry of Education and Training assigned this task to universities and colleges.

The above change comes from the fact that this year's high school exam has the main goal of graduation. The Ministry of Education and Training still directs and sets the exam questions, but the People's Committees of provinces and cities preside and are responsible for organizing. The remaining process of invigilation, grading, and preservation of exam papers is basically the same as the 2019 national high school exam.

Handling of candidates violating regulations

The penalties for violating the regulations are similar to those for the national high school exam. Candidates who look at or exchange papers with other candidates once will be reprimanded and have 25% of their total exam score deducted.

Candidates who have been reprimanded once but continue to look at or exchange papers during the exam; exchange papers or scratch paper with other candidates; copy other candidates' papers or let other candidates copy their papers will be warned and have 50% of their score deducted.

Candidates who have been warned once but continue to violate the above rules will be suspended from the exam. If they bring unauthorized items into the exam room, take the exam questions out or receive answers from outside; write or draw on the exam paper with content unrelated to the exam; or act aggressively or threaten staff or other candidates, they will also be suspended from the exam, receive a score of 0 and will not be allowed to take the next exam.

The draft regulations also stipulate cases of exam results being canceled, including: falsifying documents to enjoy preferential treatment or incentives; letting others take the exam or do the test for you; causing disturbance or sabotaging the exam. These cases will be recorded and sent to the competent authority for consideration and handling according to the law.

Maintain the same method of high school graduation assessment

The calculation of high school graduation scores this year will be the same as last year, with 70% based on high school graduation exam scores and 30% based on 12th grade results. The formula is as follows:

To be recognized as a graduate, candidates must not have their exam results revoked, all exams must score above 1 on a 10-point scale and have a graduation score of 5 or higher.

On April 22, Prime Minister Nguyen Xuan Phuc approved the high school graduation exam plan with the main goal of considering high school graduation. About 900,000 high school candidates will take three compulsory exams: Math (90 minutes), Literature (120 minutes), Foreign Language (60 minutes) and one optional exam on Natural Science or Social Science (each component subject in each group is 50 minutes). Continuing Education candidates must take two compulsory exams: Math, Literature and one optional exam. The exams are in the form of objective multiple choice tests, except for the Literature exam which is an essay test.

This year's high school graduation exam will take place over two days in August. The specific exam date and schedule will be specified in the Ministry of Education and Training's guidelines for organizing high school graduation exams.
