1. The electronic land use right certificate and property ownership certificate attached to land is an electronic document authenticated in the National Land Information System with legal value as a paper land use right certificate and property ownership certificate attached to land.
2. Electronic land use rights and property ownership certificates attached to land are centrally and uniformly managed in the National Land Information System nationwide.
3. The Provincial People's Committee shall organize the issuance of electronic Certificates of land use rights and ownership of assets attached to land when ensuring conditions on software, information technology infrastructure, information security and other conditions according to the provisions of law on electronic transactions.
