Speaking at the beginning of the question-and-answer session, Minister Phung Xuan Nha said that education and training is an issue related to everyone, every family, and the future of the country. This is a large field, and it takes time to promote the results of innovation. In the past, the sector still had many limitations and shortcomings, and there were still problems, many of which caused public outrage, and many things did not meet the expectations of the National Assembly, voters, and people. With the responsibility of the head of the sector, the Minister affirmed: "We will take responsibility for what has not been done."

Delegate Bui Thi Thuy (Thanh Hoa) questioned the Minister about the fact that certificates of merit in schools are gradually losing their value, and the percentage of excellent students is quite high. This is a clear manifestation of the disease of achievement. So what is the solution to "cure" this disease once and for all?
Minister Phung Xuan Nha frankly admitted that the disease of achievement has existed for a long time, the industry has also tried very hard to solve it and resolutely "say no to the disease of achievement". The industry has also issued documents clearly stating that many competitions have been eliminated and points are not counted in the competition.
“This issue will also be included in the upcoming Education Law. Teachers with positive results will be recognized, not just based on competition registration. Because competition registration is the root of the problem of achievement disease in education. The Prime Minister has directed that competition must be practical and the education sector must take the lead,” the Minister affirmed.
Responding to delegate Nguyen Thi Thu Dung (Thai Binh) about the streaming in vocational education, Minister Phung Xuan Nha affirmed that this is not a new issue, but the implementation results have not been good in the past. There are many reasons, but first of all, from the perspective of the education sector, the current vocational education program is not clear in streaming. "In May, the Ministry of Education and Training coordinated with the Ministry of Labor, Invalids and Social Affairs to advise the Government to issue a Decree on vocational education and orientation of student streaming in general education" - Minister Nha said.

Minister Phung Xuan Nha said that currently, the number of students studying abroad with and without scholarships is very large each year (costing about 3-4 billion USD). Therefore, now we must find a way to attract families with conditions to not only send their children to study abroad but also to enjoy a good education in the country. The Minister added that they have advised the Prime Minister.
Delegate K'Nhieu (Lam Dong) raised the issue of recruitment showing many limitations. Responding to this issue, Minister Phung Xuan Nha said that recruitment is a policy that the Party and State pay great attention to. 5-7 years ago, this policy was highly effective, because after sending children to school, they were arranged jobs. However, recently, recruitment has had problems, many children after school cannot be arranged jobs. The Minister said that, implementing the direction of the National Assembly from the previous session, the industry has conducted a survey of the subjects of the 30a program and difficult areas... and will also include it in this Education Law, in addition to reviewing the correct subjects of recruitment.
The three groups of issues that National Assembly deputies will question Minister Phung Xuan Nha include: Current situation and solutions to improve the quality of university and general education; management of preschool education; solutions to overcome the decline in ethics and lifestyle of teachers and students in schools.
