Maintaining peace in the village
(Baonghean) - Born in 1980 in Huoi Le village, Keng Du commune (Ky Son district), after finishing high school, Luong Van Vinh, a young Khmu man, stayed in the area to start his career. In 2004, he was entrusted with the position of Deputy Head of the Keng Du Commune Police.

After a period of service, he was sent to attend a vocational training course for commune police officers organized by the Provincial Police (2009-2010). In 2011, Luong Van Vinh was appointed Head of the Keng Du Commune Police. In his capacity, he advised the Party Committee and the People's Committee of the commune to issue many specialized resolutions and plans regarding security and order, as well as the nationwide movement to protect national security. Thanks to this, he mobilized the participation of the entire political system and the support and assistance of every citizen.
Over the years, the Keng Du Commune Police have coordinated with local authorities to promptly and decisively resolve petitions and complaints from the people, preventing any cases from escalating to higher levels; they have also coordinated with border guards to maintain regular meetings on the 23rd of each month, thereby monitoring the security and order situation in the area. Simultaneously, they have coordinated to strictly inspect and control the border area, processing procedures for hundreds of people crossing into Laos to visit relatives and vice versa; and they have coordinated with the neighboring commune authorities of Laos to hold meetings witnessed by leaders of the Party and government of both sides to inform each other of the general situation in each locality as well as security and order, thereby implementing appropriate measures.
In particular, the commune police force has taken the lead in disseminating information and mobilizing the people about the harmful effects of drugs and opium poppies so that people can recognize and avoid them, ultimately eradicating opium poppy cultivation; proactively coordinating with the commune's military command and the leaders, officers, and soldiers of the Keng Du Border Guard Post (Nghe An Border Guard) and the management boards of villages and hamlets to organize the dissemination and education of laws, propaganda of the Party's guidelines, policies, and laws of the State; documents related to the Marriage and Family Law, the Road Traffic Law, the Land Law, and the Law on Drug Prevention and Control; and effectively carrying out the work of preventing and combating human trafficking and illegal migration...
In the first nine months of 2014, the Keng Du Commune Police resolved and handled 8 cases involving 23 individuals related to acts of disturbing public order, illegal drug trafficking, theft, and illegal border crossing. They also encouraged the public to surrender 31 homemade firearms; and coordinated with the Keng Du Border Guard Post to arrest one individual residing in Huoi Phuon village for illegal possession of narcotics. In addition, the commune police chief, Luong Van Vinh, advised the Party Committee, the People's Committee, and the Steering Committee for the National Security Protection Movement of the commune to develop a model of a "Crime- and Social Evil-Free Village" in Huoi Le village. He continued to improve and strengthen the activities of all 10 self-governing groups and 4 security and order linkage clusters in the villages of Huoi Le, Hat Ta Ven, Huoi Phuon 2, Keo Con, Khe Linh, Huoi Phuon 1, and the self-governing movement in schools and health stations... In addition, he worked with the commune police to effectively rehabilitate and educate offenders in the community; encouraged suspected drug addicts to take preventive measures; compiled dossiers on drug addicts in the area for home and community-based rehabilitation; organized households to sign commitments not to illegally trade or transport drugs; and participated in coordinating with the commune's Youth Union to go to schools to organize the signing of commitments to eradicate drugs in schools.
Recognizing the local achievements, from 2011 to 2013, Keng Du commune was awarded the title of "Unit of Decisive Victory"; and received numerous commendations from the District People's Committee. In particular, the Head of the Commune Police, Luong Van Vinh, was honored with a Commemorative Medal from the Border Guard for his work in ensuring national security and maintaining security and order in the border region, and was awarded the title of "Outstanding Soldier at the grassroots level" in 2013.
