Continuously from 2003 to 2006, the unit achieved the title of "Unit of Decisive Victory," received a Certificate of Merit from the Ministry of National Defense, numerous Certificates of Merit from the Command of Military Region 4 and other levels, and hundreds of comrades were commended and rewarded - these achievements demonstrate the great efforts of the armed forces of Cua Lo town in fulfilling local defense and military tasks and the spirit of emulation to achieve decisive victory in building a strong and comprehensive unit.

Recognizing the importance of striving to cultivate new generations within the armed forces, the Party Committee, government, and military command have paid special attention to this task. Each year, nearly 680 militia soldiers, 2,700 high school students, 1,250 students from the Nghe An Tourism and Trade Vocational School, and hundreds of officers and soldiers from military agencies and reserve forces participate in studying and understanding the Party's resolutions and local military tasks. They closely coordinate with various departments, organizations, and forces to effectively carry out propaganda and mobilization work among the masses, implementing major campaigns both within and outside the military. They regularly organize exchange and fraternal activities with units stationed in the area, etc. This practical and effective action has produced many exemplary collectives such as the Town Military Command, the militia forces of Nghi Huong, Nghi Thu, Nghi Hai, and Nghi Tan wards and communes, and the Cua Lo Port Urban Environment Joint Stock Company.

In the emulation movement to effectively perform advisory functions in implementing the campaign to build grassroots security and combat readiness units, the armed forces of the town have focused on improving the quality of the political system, building a team of secretaries - political commissars, military commanders, and self-defense chiefs to gradually meet the requirements of the new era. The signing of cooperation agreements between local departments and organizations has been implemented regularly and effectively. Many collectives and individuals have demonstrated exemplary spirit, focusing on their work, regularly staying close to the grassroots to understand the local situation, and promptly advising and proposing solutions to complex issues arising within the community. Through annual classification, 100% of communes and wards achieved comprehensive strength. Outstanding examples in the emulation movement to build grassroots security and combat readiness units include Nghi Thu, Nghi Huong, Nghi Tan, and Nghi Hai communes and wards.

A consistent goal in the emulation movement for decisive victory of the armed forces of Cua Lo town is to effectively carry out combat readiness tasks, organize and build forces, conduct excellent training, maintain strong unity and strict discipline, and promote the building of a regular army. Simultaneously with its advisory role, the armed forces of Cua Lo town have directed the development of a system of plans A, B, etc. At the end of training, 100% met the requirements, with over 80% achieving good or excellent results (100% of military officers achieved good or excellent results). The work of conducting combat exercises in villages and communes, combined with disaster prevention and control, and forest fire prevention, has received due attention. These exercises have created a shift in the awareness and responsibility of Party committees, government agencies, and mass organizations regarding local defense tasks. Over the past three years, thousands of man-days of militia forces have been mobilized to participate effectively in flood and storm prevention, clearly demonstrating their role as a core force... The annual recruitment of young men into the military has become a traditional event in the locality, with 100% of the assigned quotas met and the quality of recruits being high. Policies supporting the families of soldiers have been well-advised and coordinated, ensuring adherence to principles and targeting the right beneficiaries, preventing complaints and grievances.

Lieutenant Colonel Nguyen Trong Hue, Commander of the Cua Lo Military Command and recipient of the "Outstanding Soldier" award for five consecutive years (2003-2006), stated: "In the new situation, the coming years will still present many difficulties for the coastal tourist town of Cua Lo. The security and order situation, social evils, and natural disasters remain complex, the unemployment rate among grassroots workers in communes and wards is high, and the negative impacts of the market mechanism are significant. To ensure that the emulation movement continues to be a driving force in promoting the effective utilization of human resources within the armed forces, each officer and soldier will be determined to strive to excel in fulfilling assigned tasks, further enhancing the image of the Ho Chi Minh Army in the hearts of the people, and contributing to the successful implementation of resolutions of the Party Congress at all levels, developing the socio-economic aspects of Cua Lo into a green, clean, beautiful, and civilized coastal tourist town."
