Evaluating the results of the vote of confidence for positions elected by the National Assembly and People's Councils at all levels, Associate Professor, Dr. Dao Duy Quat - former Deputy Head of the Central Propaganda Department said: The issuance of Regulation 262/QD-TW by the Politburo of the 11th Party Central Committee on the vote of confidence for leading members of Party committees and leading cadres in Party, State, Fatherland Front and socio-political organizations is a very important step forward in personnel work and State building.

After the vote, we saw that low-trust officials made efforts to gradually overcome their shortcomings and weaknesses.People are also really interested and have contributed opinions so that when National Assembly deputies and People's Council deputies at all levels vote for confidence, they will have a sense of responsibility, care, monitor and evaluate the efforts and training of cadres.

However, Associate Professor Dr. Dao Duy Quat also expressed concern about the information that there was a situation of "running for votes of confidence" and this shows a lack of honesty, from running for degrees, running for ages to running for votes of confidence, running for positions and finally running for crimes is not impossible.

Article 11 of Regulation 262/QD-TW of the Politburo on taking confidence votes for Party committee leaders and leaders in Party, State, Fatherland Front and socio-political organizations clearly states: “Comrades with over 50% low confidence votes should be considered for removal from the list of planning for higher positions when reviewing, supplementing the planning and considering appropriate work arrangements.

Comrades with 2/3 or more low confidence votes need to be promptly reviewed. If they are found not to meet the requirements of the task, they should resign or be removed from their positions to be assigned to other jobs, without waiting for the end of their term or their working age." This is the regulation, but up to now, no case has been handled.

Increase the weight of the vote of confidence

According to Dr. Vu Ngoc Hoang - Member of the 11th Party Central Committee, former Deputy Head of the Central Propaganda Department, the vote of confidence for positions in the National Assembly, the Central Committee, the People's Council and local Party Committees should be held annually, not just mid-term.

Some say that doing too much will affect the psychological concerns of officials.Dr. Vu Ngoc Hoang believes that this concern is unnecessary: ​​“The person being evaluated considers it as “looking in the mirror”, if it takes too long to look in the mirror, how will they know how to make corrections. If each term is only once, there will be little or no chance to improve and correct oneself. If it is done well, objectively, with enough transparent information, the voting results will be meaningful. Prevent people from “running”, campaigning for votes for them with unclear, unhealthy motives. Public opinion has mentioned these cases. The confidence vote should be designed with only two columns, confidence and no confidence is enough. Don’t be afraid of officials being voted without confidence. If you are afraid of that, then why vote?”

According to Dr. Vu Ngoc Hoang, taking a vote of confidence to evaluate the work of cadres, to evaluate each cadre, that in itself is also a part of cadre work, participating in selecting and adjusting the assignment of work to cadres. Of course, this is only an information channel, not yet completely complete, but it is much better than not having that information.

When not trusted, maybe several times in a row if voted annually, it is best for that official to resign. That is a civilized and self-respecting way of behaving, and maybe from that resignation the official will not lose prestige, but will mature afterwards.

Sharing this view, Dr. Dao Duy Quat added: criticism and self-criticism should be seriously implemented. Self-criticism here is the personal review that the official reports to the National Assembly or People's Councils at all levels, but before voting for confidence, the National Assembly and People's Councils at all levels must also debate, question, discuss, and criticize, thereby helping each delegate gain a deep understanding to vote for confidence.

When there are results of the vote of confidence, they must be announced immediately. Comrades with over 50% low confidence must be immediately removed from the planning. If 2/3 of confidence is low, they must definitely resign or be immediately transferred and not allowed to hold such positions anymore.

According to Mr. Vu Quoc Hung, along with monitoring activities through votes of confidence that need to be conducted regularly, scientifically and objectively without sentimentality to accurately evaluate officials, it is also necessary to promote a culture of resignation.

Taking a vote of confidence allows officials to look at themselves. A responsible and self-respecting person will often review his daily work, the tasks he handles daily, and listen to the opinions of the people and subordinates.

Therefore, if you feel that you are not worthy (in terms of moral qualities or ability to handle the job), you should resign. Resignation shows self-respect and responsibility. If those who are not worthy do not resign, the organization will intervene and lead to their dismissal.

Party organizations at all levels need to commend those who resign out of self-respect and criticize those who resign to avoid responsibility, or even to avoid disciplinary action./.

The results of the vote of confidence are used as a reference in evaluating cadres, as a basis for planning, mobilizing, appointing, recommending candidates, dismissing and implementing regimes and policies for cadres./.
