Colonel Nguyen Duc Hung, Party Secretary and Chief of Con Cuong District Police, said: Implementing the Resolution of the 7th Party Congress, although the general security and political context has had complicated developments, affecting the work of protecting security and order in the district; however, with the solidarity and efforts of cadres and party members in the entire Party Committee, the unit has basically completed the goals and tasks of the Resolution for the 2010-2015 term.

To lead the unit to perform its tasks well in the past term, the Party Committee of Con Cuong District Police has had many timely and accurate policies to maintain security and order, ensure safety for the people; advise the Party Committee and the government to resolve complaints and denunciations, prevent conflicts, disputes, and lawsuits that are complicated, prolonged, and beyond the level, causing frustration... contributing significantly to ensuring the stability of the political system from the district to the grassroots. During the term, the unit investigated 226/243 cases of crimes against social order (reaching 93%), of which the investigation of very serious and especially serious cases reached 97.1%, less serious and serious cases reached 92.3%; established and discovered 15 special cases.

In particular, 91 drug cases were investigated, discovered and arrested, 128 subjects were arrested for drug trafficking, transportation and possession; 13 drug cases were established and discovered, 16 locations and 41 drug retail points were destroyed. 64 cases of economic, positional and environmental crimes were fought, arrested and handled, and transferred to competent authorities for handling according to their authority. Of which, 1 case of intentional violation of State regulations on economic management in Don Phuc commune was investigated and clarified, requesting the recovery of over 136 million VND and 1 case and 1 defendant were prosecuted for embezzlement of property, recovering 220 million VND. Absolute security was ensured for court sessions. 50 cases of social evils with 158 subjects involved in gambling and prostitution were detected and arrested, and 25 wanted subjects were eliminated. Prepared 16 files to send people to the Center for Education and Training; prepared 73 files for compulsory drug rehabilitation, 107 files for drug rehabilitation at home and in the community. Completed 100% of the annual basic professional targets.

During the past term, a highlight was that the District Police Traffic Police coordinated with local police to ensure traffic safety on inter-commune roads; strictly implemented the weighing of vehicles in the district. Thereby, the Traffic Police Team organized 4,953 shifts, 12,701 officers and soldiers participated in patrols, detected and recorded 15,264 violations, handled 14,026 cases, transferred to the treasury to collect fines of more than 7 billion VND. Detected and handled 57 cases related to security and order. Maintained the "one-stop shop" at the District Police well, promptly resolved the legitimate needs of the people. Issued 25,102/24,500 ID cards, reaching 102% of the planned target. Strictly managed establishments and business lines with security and order conditions. Mobilizing people to hand over and collect weapons and explosives resulted in the recovery of 166 air guns, homemade guns and other tools.

The unit has also actively advised local Party committees and authorities to direct the widespread implementation of the annual mass movement to protect national security and order to ensure quality. At the same time, it has advised on consolidating and building a strong political system, contributing to effectively solving issues related to ensuring national security and order at the grassroots level. Focusing on building a self-management movement on national security and order and promoting the mass movement to denounce crimes has achieved many practical results. In the past 5 years, 60 campaigns to denounce crimes have been organized, with an average of 12 villages and hamlets with complicated security and order issues selected each year as points to organize the mobilization of people to vote to denounce crimes. Thereby, 1,800 petitions were collected denouncing violations in the field of national security and order. Through that, 1,200 violators were called and educated, 600 security and order cases at the grassroots level were investigated and handled, and 145 subjects were profiled and management and education measures were applied at the commune and town levels. In addition, the Party Committee has paid attention to leading and directing the development of the grassroots police force, and annually organized professional training for police officers and security guards at agencies and enterprises to ensure the completion of the task of maintaining security and order at the grassroots level.

To achieve the above results, the Con Cuong District Police Party Committee has focused on political and ideological work. Party members and officers have participated in studying and fully and seriously grasping the resolutions and annual police work programs of the Party Committee, the leaders of the Provincial Police, the District Police, resolutions of Party congresses at all levels, resolutions, directives and regulations of the Party, the State, the industry and local Party committees and authorities. Thereby, changing the political and ideological awareness to be steadfast, steadfast, absolutely loyal to the Party's leadership, confident in their work, and trusted and supported by the masses. In the past 5 years, 99.4% of party members were classified as having completed their tasks or better, of which 16.2% of party members had completed their tasks excellently, 71.4% of party members had completed their tasks well, and 1 party member had completed their tasks excellently from 2010 to 2012. There were 6 party cells achieving clean and strong status (2010, 2011), 7/7 party cells achieving clean and strong status (2012), 7/8 party cells achieving clean and strong status and 1 party cell completing its tasks well in 2013, in 2014 there were 8/8 party cells achieving clean and strong status. Of which, 1 party cell achieved exemplary clean and strong status for 5 consecutive years; the Party Committee achieved clean and strong status for 3 consecutive years and 2 years achieved exemplary clean and strong status.

In the 2015 - 2020 term, the Con Cuong District Police Party Committee set out the following general goals: Continue to maintain security and politics, ensure social order and safety, prevent the emergence of "hot spots", curb drug-related crimes, reduce serious crimes and traffic accidents; prevent the emergence of new crimes, organized crimes, and mafia-style crimes. Build the Party and build a clean, strong, disciplined, elite, and gradually modern Con Cuong Police force. Strongly and regularly launch patriotic emulation movements, movements to study, absorb and seriously implement the 6 teachings of Uncle Ho to the People's Public Security, associated with "Studying and following the moral example of Ho Chi Minh" in the Party Committee. Strive to build a strong and comprehensive Party Committee, maintain the title of "Cultural Unit", "Cultural Unit, model of the People's Public Security regulations".
