(Baonghean) - With the direct leadership and guidance of the Provincial and District Party Committees of the Public Security Department, and the efforts of cadres and Party members, the Party Committee of the Con Cuong District Public Security Department has basically completed the goals and tasks of the Resolution of the 7th Congress of the District Public Security Department Party Committee (2010-2015 term); this serves as a foundation for the Party Committee to set directions, goals, and tasks for the next term.

Colonel Nguyen Duc Hung, Secretary of the Party Committee and Head of the Con Cuong District Police, stated: Implementing the Resolution of the 7th Party Congress of the unit, despite the complex developments in the overall security and political context affecting the work of protecting security and order in the district, the unit, through the unity and efforts of its officers and Party members, has basically completed the goals and tasks of the Resolution for the 2010-2015 term.

To effectively lead the unit in fulfilling its duties during the past term, the Party Committee of the Con Cuong District Police Department implemented many appropriate and timely policies to maintain security and order, ensuring the safety of the people; advising the Party Committee and the government on resolving complaints and denunciations, preventing complex, prolonged, and escalated conflicts, disputes, and lawsuits that cause public outrage… making a significant contribution to ensuring the stability and strength of the political system from the district to the grassroots level. Throughout the term, the unit investigated 226 out of 243 cases of crimes against social order (achieving 93%), including 97.1% of very serious and especially serious cases, and 92.3% of less serious and serious cases; and established and solved 15 special cases.

Specifically, investigations resulted in the discovery and arrest of 91 drug-related cases, apprehending 128 individuals involved in the trafficking, transportation, and possession of narcotics; establishing and solving 13 major drug cases, dismantling 16 drug dens and 41 drug retail points. The investigation uncovered, apprehended, and processed 64 cases of economic, official, and environmental crimes, transferring them to relevant authorities for handling. This included investigating and clarifying one case of intentional violation of state regulations on economic management in Don Phuc commune, resulting in the recovery of over 136 million VND and the prosecution of one case and one defendant for embezzlement, recovering 220 million VND. Absolute security was ensured during court proceedings. 50 cases of social vices involving 158 individuals engaged in gambling and prostitution were discovered and apprehended. 25 wanted fugitives were apprehended, persuaded to surrender, or removed from the wanted list. Prepared 16 dossiers for sending individuals to rehabilitation centers/drug rehabilitation centers; prepared 73 dossiers for compulsory drug rehabilitation, and 107 dossiers for drug rehabilitation at home and in the community. Achieved 100% of the basic annual operational targets.

During the past term, a highlight was the coordination between the District Police Traffic Police and local police in ensuring traffic safety on inter-communal roads; strictly enforcing vehicle weight limits in the district. Through this, the Traffic Police Team organized 4,953 shifts, with 12,701 officers and soldiers participating in patrols, detecting and issuing 15,264 violation reports, processing 14,026 cases, and transferring over 7 billion VND in fines to the treasury. They also detected and handled 57 cases related to public order and security. The "one-stop service" at the District Police Station was well maintained, promptly addressing the legitimate needs of the people. 25,102 out of 24,500 ID cards were issued, achieving 102% of the planned target. Strict management of businesses and industries operating under conditions related to public order and security was also maintained. The campaign to encourage people to surrender weapons and explosives resulted in the recovery of 166 air guns, homemade guns, and other tools.

The unit has also actively advised local Party committees and authorities on directing the widespread implementation of the annual movement for all citizens to protect national security, ensuring quality. Simultaneously, it has advised on strengthening and building a robust political system, contributing to the effective resolution of issues related to ensuring security and order at the grassroots level. Emphasis has been placed on building self-governance movements for security and order and promoting the movement for all citizens to report crimes, achieving many practical results. Over the past five years, 60 campaigns to report crimes have been organized, with an average of 12 villages and hamlets with complex security and order issues selected as pilot areas each year to encourage citizens to vote on reporting crimes. Through this, 1,800 letters containing reports of violations in the field of security and order have been collected. Through this, 1,200 individuals who violated regulations were questioned and educated, 600 cases related to security and order at the grassroots level were investigated, clarified, and handled, and dossiers were compiled on 145 individuals for management and education at the commune and town levels. In addition, the Party Committee has focused on leading and directing the development of grassroots police forces, organizing annual professional training for police officers and security guards at agencies and businesses to ensure the fulfillment of their duties in maintaining security and order at the grassroots level.

To achieve these results, the Party Committee of the Con Cuong District Police Department has focused on political and ideological work. Party members and officers have fully and seriously participated in studying and understanding the resolutions and annual police work programs of the Party Committee and the leadership of the Provincial and District Police Departments, the resolutions of Party congresses at all levels, and the resolutions, directives, and regulations of the Party, the State, the ngành (police sector), and the local Party committees and authorities. This has led to a transformation in political and ideological awareness, fostering firmness, unwavering loyalty to the Party's leadership, peace of mind in their work, and earning the trust and support of the people. Over the past five years, 99.4% of Party members were rated as having completed their tasks or better, including 16.2% who completed their tasks excellently, 71.4% who completed their tasks well, and one outstanding Party member who completed their tasks excellently from 2010-2012. Six Party branches achieved the "clean and strong" status (2010, 2011), all seven branches achieved the "clean and strong" status (2012), seven out of eight branches achieved the "clean and strong" status and one branch completed its tasks well in 2013, and in 2014 all eight branches achieved the "clean and strong" status. One branch achieved the "exemplary clean and strong" status for five consecutive years; the Party Committee achieved the "clean and strong" status for three consecutive years and the "exemplary clean and strong" status for two years.

For the 2015-2020 term, the Party Committee of the Con Cuong District Police Department set forth the following general objectives: To continue maintaining security and political stability, ensuring good social order and safety, preventing the emergence of "hot spots," curbing drug-related crimes, reducing serious crimes and traffic accidents; preventing the emergence of new crimes, organized crime, and crimes operating in a mafia-style manner. To build a clean, strong, professional, elite, and progressively modern Party and police force in Con Cuong. To vigorously and regularly launch patriotic emulation movements, movements to study, internalize, and strictly implement the six teachings of President Ho Chi Minh for the People's Police, in conjunction with "Studying and following the moral example of Ho Chi Minh" within the Party Committee. To strive to build a comprehensively strong Party Committee, maintaining the title of "Cultural Unit" and "Cultural Unit, Model in Police Regulations".

With the spirit of the people's police, serving the people, the Con Cuong District Police in the 2015-2020 term continued to promote patriotic emulation movements, overcoming all difficulties to excellently achieve the set goals.
