(Baonghean) - The investment project to move and upgrade Cau Dau dike, part of Ta Lam dike in Do Luong district, to the outside to ensure the safety of the dike and a residential area outside the dike, and expand the town space. This project has lasted for nearly 10 years, and currently has many difficulties that need to be resolved by all levels, sectors, and authorities.

Investor efforts

The investment project to move and upgrade the Cau Dau dike section in Do Luong district was invested in the form of a build-transfer (BT) contract approved by the Provincial People's Committee in Decision No. 5924/QD.UBND-NN dated December 8, 2010 by Lam Son Construction - General Services Joint Stock Company as the investor with a total area of ​​16 hectares and a total investment value of 130 billion VND.

According to the project design, there are 2 resettlement areas to relocate 98 households of Do Luong town out of the flood area.

However, due to the project's delay, up to now, 250 billion VND has been invested (of which 100 billion VND is invested in urban area construction, 150 billion VND is invested in dike construction and resettlement).

Currently, the construction unit has completed the infrastructure for the subdivision and resettlement area; completed 90% of the ground leveling, finished the roadbed, and paved 1.2 km of asphalt. Built a wastewater treatment center, 3 km of wastewater drainage ditches; completed the lighting and electricity systems. Completed the construction of a new flood-prevention dike nearly 1,800 meters long, the dike surface is 6 meters wide, the dike surface has been paved with crushed stone, and the roof has been covered with grass on both sides.

Up to now, the project has received over 76 households resettled outside the dike to build houses. The completion of resettlement area No. 1 of the Cau Dau dike project, Do Luong district will help households in the town escape flooding when the rainy season comes.

Difficulties to be resolved

Compared to the requirements, the investment project to move and upgrade Cau Dau dike in Do Luong district is behind schedule, lasting nearly 10 years due to difficulties in site clearance.

Currently, there are still difficulties that need to be resolved by the sectors and local authorities. Specifically, the project is still "stuck" in clearing nearly 1 hectare of land because compensation has not been completed, and partly because of encroachment by local people. The investor requested the People's Committee of Do Luong district to quickly find a solution to complete the site clearance work so that the investor can complete the project.

Another problem is that during the construction process, some related sectors have requested that the project be implemented in the form of building houses for sale.

After completing the project, the investor transfers it to the competent State agency and is paid with land fund, office building, infrastructure assets or business rights, exploitation of the project and services to carry out other projects.

Therefore, for the type of house construction for sale, according to the regulations of the relevant industry, the project is located in areas belonging to special cities. While the project to move and upgrade the Cau Dau dike section is located in the area of ​​a type 5 town, part of the area of ​​Trang Son commune.

Accordingly, the investor does not accept to carry out the type of house construction for sale but proposes that the relevant industry maintain the form approved by the province, dividing the land into plots and selling them to recover capital.

In order to complete the project soon, we will accompany the investor to remove difficulties, especially focusing on site clearance to put the project into use."

Currently, the project's new flood control dike has been completed and will be handed over in about 10 days. The old dike will be studied and cleared by the relevant authorities to create a landscape for this new urban area. The key issue is that the investor wants the relevant authorities and local authorities to quickly resolve the difficulties so that this project can be put into use soon.
