Removing obstacles for Hoang Mai clean water supply project
(Baonghean) - The clean water supply project in Hoang Mai town is behind schedule in phase 1 compared to the set plan.
Meanwhile, more than 70% of people in the town are using unsanitary water sources and thousands of households have to buy water at a price of over 30,000 VND/m3In addition, Hoang Mai and Dong Hoi industrial parks are in dire need of clean water during the construction and development process.
According to Decision 501/QD.UBND-DTXD dated February 4, 2015 of the Provincial People's Committee, by the first quarter of 2017, phase 1 of the project "Investment in construction of clean water supply system in Hoang Mai town, Nghe An province with capacity of 80,000 m3/day and night”. However, in reality, most of the construction items including tanks, water pipeline systems, operating houses, booster pump stations, etc. are still unfinished.
Representative of Hoang Mai Water Supply Company, Mr. Hoang Thai Hao said: Tank No. 1 of the water plant is being urgently completed. However, the construction process of 22 km of the main water supply pipeline has not been able to be connected, there are currently more than 1.5 km left but there are up to 10 points of land clearance problems, people have not agreed to the construction. Regarding this issue, the company regularly coordinates with the local authorities of the town and wards and communes to carry out the steps in the correct order, but the households have not agreed. At some points, the local authorities plan to organize construction protection.

Hoang Mai Water Plant is built in the area adjacent to Quynh Trang Commune (Hoang Mai Town) and Tan Thang Commune (Quynh Luu), using water from Vuc Mau Lake. The main water supply pipeline starts from the Hoang Mai Water Plant area and ends at Quynh Lap 1 Thermal Power Plant Project. Phase I has an expected capacity of 30,000 m3day/night, phase II upgrade to 80,000 m3.
The entire Hoang Mai clean water system has a total investment of over 900 billion VND, invested by Hoang Mai Water Supply Company Limited, the first phase of the project costs over 400 billion VND. During the on-site inspection and working session with departments, branches, sectors, Quynh Luu district, Hoang Mai town and related units in June 2016, Vice Chairman of the Provincial People's Committee Huynh Thanh Dien proposed that on July 30, 2016, the Hoang Mai town water supply system will begin testing and operation.
To speed up the progress, the investor actively joined with the authorities at all levels, advancing the land rent of over 20 billion VND for the town to organize site clearance. In addition to the above problems, currently some households do not agree with the compensation plan, making the project progress even slower.
In particular, the area for the construction of the booster pump station and the operator of the water supply project in Quynh Di ward (Hoang Mai town) has approved the compensation payment plan for land acquisition in terms of documents; but in reality, up to now, the households have not agreed with the plan of the town's Compensation and Site Clearance Council.
The reason given by the people is that the price set by the Provincial People's Committee to pay compensation for this area is 75,000 VND/m2.2, while other projects (also in Quynh Di area) have paid 80,000 VND/m2, even some projects are 88,000 VND/m2Regarding this issue, Quynh Di ward has held many meetings with residents but has not yet found a common voice.

Up to now, Hoang Mai Water Plant is completing the treatment tank areas, sedimentation and filtration using Japanese technology; operating house; level 1 pumping station; internal roads; electrical system. The investor has also imported a full system of ductile iron pipes and accessories, support columns, pipe bearings and constructed 20.5/22 km of main water supply pipe system.
Through discussion, Mr. Le Quang Huy - Director of Hoang Mai Water Supply Company Limited, said: “We realize that speeding up the completion of the project is not only of urgent significance in providing clean water for daily life for tens of thousands of households in Hoang Mai town and production water for factories in Dong Hoi Industrial Park and Hoang Mai Industrial Park; but also helps us quickly operate and exploit the project, and rotate investment capital for phase 2. However, the difficulty in site clearance is what always worries us. The company is closely coordinating with local authorities to quickly resolve the existing problems, soon complete and put into use the clean water supply system for the people of the town”.
Mr. Nguyen Huu Tuy - Chairman of Hoang Mai Town People's Committee added: "The project to build a clean water supply system for the town is considered one of the urgent projects. Therefore, departments, branches and authorities at all levels have been actively involved in resolving the problem. The remaining points in site clearance are not large in volume, the town is urging to resolve them. On the part of the investor, it is necessary to speed up the progress in areas where there are no more problems with site clearance and coordinate closely to implement the next steps in connecting water supply branches for people and key areas."
