Comments on adjusting the general planning for the construction of the Southeast Economic Zone

On the afternoon of June 21, at the regular meeting of the Provincial People's Committee, a representative of the Southeast Economic Zone Management Board reported on the task of adjusting the master plan for construction of the Southeast Economic Zone.

Planning adjustments need a specific roadmap and clear responsibilities.

The Southeast Nghe An Economic Zone was established by the Prime Minister in Decision No. 85/2007/QD-TTg dated June 11, 2007. The Construction Planning of the Southeast Nghe An Economic Zone was approved by the Prime Minister in Decision No. 1534/QD-TTg dated October 21, 2008.

Up to now, after 12 years of implementation, the Southeast Nghe An Economic Zone Construction Planning Project needs to be reviewed, examined, and evaluated during the implementation process to promptly adjust to suit the socio-economic development situation in the new development period.

The need to establish the task of adjusting the overall planning of the Southeast Economic Zone is even more evident in the context of the development orientation of Nghe An province, including the Southeast Economic Zone, which has had breakthrough changes, namely: Resolution 26/NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province until 2020; Notice No. 55-TB/TW dated April 20, 2019 of the Politburo on the summary of 5 years of implementing Resolution 26/NQ/TW.

Location and regional connections of the Southeast Economic Zone.

The scope and boundary of the Southeast Nghe An Economic Zone have been adjusted according to Decision No. 67/2014/QD-TTg dated December 4, 2014; Decision No. 10/2015/QD-TTg dated April 3, 2015 of the Prime Minister, accordingly the scope and boundary of the Southeast Economic Zone have been adjusted to include 1,950 hectares of Hoang Mai Industrial Park, Dong Hoi Industrial Park and VSIP Nghe An Industrial, Urban and Service Park. However, these adjustments have not been added to the master plan.

This overall adjustment of the Construction Planning is to adjust according to the above two decisions, further promoting the location advantages and potential of the Southeast Nghe An Economic Zone to develop industry, urban areas, services, and tourism associated with the available infrastructure framework.

At the same time, this is also an effort to overcome the shortcomings in the process of implementing the Southeast Economic Zone Construction Planning such as: Some functional areas such as urban areas, duty-free zones, and professional school areas are difficult to implement and attract investment; in some functional areas such as industrial parks, duty-free zones, and tourist areas with a large population and high density, it is difficult to carry out site clearance work, so it is difficult to implement according to the planning...

Commenting on this content, Director of the Department of Labor, War Invalids and Social Affairs Doan Hong Vu said that the adjustment of the planning after 12 years of implementation is completely correct. Having worked at the facility for a long time, comrade Doan Hong Vu said that it is necessary to add the light industry sector to the planning of Hoang Mai and Dong Hoi Industrial Parks to meet the actual needs of a part of current investors.

Meanwhile, Director of the Department of Science and Technology Tran Quoc Thanh suggested that it is necessary to add functions to attract investment in industrial parks, with attention paid to manufacturing and processing industries, aiming for sustainable development. Meanwhile, the leader of the Department of Industry and Trade expressed the view that it is necessary to soon complete the adjustment of the master plan, to submit to the Prime Minister for approval, to soon catch the investment wave.

Concluding this content, the Chairman of the Provincial People's Committee affirmed the important position of the Southeast Economic Zone in the overall development of the province, and suggested that there should be a specific roadmap, assigning responsibilities to individuals and related units in the process of preparing the content of the proposal to the Government to approve the adjustment of the general planning for the construction of this Economic Zone.

At the same time, the Southeast Economic Zone Management Board and the consulting unit need to accept in a receptive spirit the responsible contributions of the departments and branches attending the meeting, especially those related to the aspects of land fund forecasting, balanced and reasonable calculations, with a long-term vision. In addition, continue to maintain a cautious viewpoint in considering, selecting and attracting investment, not attracting investment at all costs.

Agreeing with the viewpoint of minimizing the relocation of existing residential areas in functional areas such as: Industrial parks, duty-free zones, tourist areas..., comrade Thai Thanh Quy added that it is necessary to carefully study and explain the content: Adding Dong Hoi Port, adding water surface area of ​​Cua Lo Port and Dong Hoi Port to the Southeast Economic Zone Construction Planning, to synchronously develop the infrastructure system in the Economic Zone.

Identify resources clearly to avoid project suspension.

At the meeting, the representative of the Department of Health presented the Draft "Project on construction and development of satellite hospitals in Nghe An province for the period 2019-2025, with a vision to 2030".

Regarding this issue, the Chairman of the Provincial People's Committee and delegates attending the meeting highly agreed on the policy, but requested the Department of Health to clearly identify resources when developing the project, to avoid leaving the project "suspended".

The head of the provincial government noted that developing satellite hospitals in the province is necessary, but it is necessary to pay attention to the organization and implementation methods and resources, and to have high internal unity to ensure the highest efficiency when implemented.

Delegates attending the meeting also agreed with the content of the Draft Resolution of the Provincial People's Council regulating the use of funds from the central budget to supplement the local budget with targets from revenue from administrative fines in the field of traffic safety.

Accordingly, the allocation rate is 70% for local police forces; 30% for other local forces participating in ensuring traffic order and safety.

The draft Resolution will be submitted to the upcoming session of the Provincial People's Council for consideration and approval.
