Comments on draft law in Nghe An: Is it necessary to issue a Cyber Security Law?
(Baonghean.vn) - That was the issue raised at the conference to collect comments on the draft Law on Cyber Security and the draft Law on National Defense (amended) organized by the Provincial National Assembly Delegation on the morning of March 5.

The draft Law on Cyber Security was submitted by the Government and discussed and commented on by National Assembly deputies at the 4th session of the 14th National Assembly. Accordingly, the draft Law on Cyber Security consists of 7 chapters and 51 articles, regulating activities to protect national security and principles, contents, and measures to ensure social order and safety in cyberspace; and responsibilities of relevant agencies, organizations, and individuals. Based on the opinions of National Assembly deputies, the National Assembly Standing Committee directed the review, revision, and continued to collect public opinions.
At the conference to collect opinions organized by the Provincial National Assembly Delegation, based on the analysis and pointing out some contents in the draft Law on Cyber Security intertwined with some contents of the Law on Cyber Security, the Law on National Security, the Law on Information Technology that have been issued; the opinions of some delegates expressed the view that it is not necessary to issue a separate Law on Cyber Security but to propose amending and supplementing some issued Laws, at the same time paying attention to propaganda, guiding implementation, ensuring that the law enters life in a sustainable manner.

In addition to the above viewpoints, some delegates also contributed specific comments on each content stipulated in the articles of the draft. Mr. Phan Nguyen Hao - Deputy Director of the Department of Information and Communications said that cyberspace is a virtual space and if cyberspace is regulated according to national territories, it will be difficult to implement, especially in the exchange of information and international cooperation related to handling violations of cyber security.
According to Mr. Phan Nguyen Hao, the draft only limits the regulation of sabotage, disruption or unauthorized access to computers, computer systems, and information systems, which is not enough, because in reality, technology devices using the network today are not only computers but also handheld devices, including internet-connected TVs, and with the current speed of information technology development, in the near future there will be many more tools and devices. Therefore, it is necessary to talk about information technology infrastructure in general.

Some delegates were concerned about cybersecurity management for foreign enterprises providing telecommunications and internet services in Vietnam; it is necessary to clearly identify important information systems related to national security...
Regarding comments on the draft Law on National Defense (amended), delegates agreed to amend this Law, and focused on commenting and supplementing regulations related to the State's policy on national defense; promulgation, announcement, and abolition of the state of national defense emergency; general mobilization and partial mobilization orders; regulations on martial law; on defense of military zones and defense zones at the provincial and district levels... Some delegates also commented on editing related to wording, ensuring the accuracy and strictness of the Law when promulgated.
