At present, the force performs well in regional defense. However, as China’s interests and responsibilities grow, the air force needs to develop the necessary capabilities to send troops and aircraft farther afield, over a longer period of time.
A recent report by the RAND Corporation highlights the problems facing the PLAAF, as well as its efforts to develop countermeasures.
The report described the extent of the PLAAF's international experience, as well as the results achieved in domestic support operations involving long-range transport aircraft.
The report concluded that although China's air force has improved its expeditionary capabilities, it remains far behind the United States Air Force (USAF) and many European air forces.
Several improvements will boost China’s expeditionary capabilities. First, new heavy-lift transport aircraft have entered service, which will accelerate the transport of equipment, spare parts, and personnel needed for long-distance deployments.
Second, China has increased its participation in international exercises and drills, laying the groundwork for longer-distance deployments.
Third, China has recognized the shortcomings of its air forces in domestic rescue operations, and is taking measures to overcome these shortcomings.
The deployment of expeditionary forces, like most other military campaigns, requires knowledge gained from experience.
In contrast to China, the United States has nearly a century of experience in deploying expeditionary airpower, including the occupation of the Philippines and the deployment of Army aircraft in World War I.
In addition, China's sale of military equipment to foreign countries could also promote the development of the PLAAF's expeditionary capabilities./.
