Land acquisition for Vinh urban development project: Will be enforced if procrastination continues
(Baonghean.vn) - On the morning of December 3, Vinh City Party Committee held a meeting of the Steering Committee for compensation and site clearance to discuss measures to remove difficulties and obstacles in the Vinh urban development project. Comrade Vo Viet Thanh - Member of the Provincial Party Committee Standing Committee, Secretary of Vinh City Party Committee chaired the meeting.
The Vinh urban development project funded by the World Bank has a total investment of nearly 153 million USD, of which the World Bank loan is 98 million USD, and Vietnam's counterpart fund is nearly 55 million USD. Currently, 5/8 construction packages are still stuck with site clearance, such as: the package to upgrade and renovate the moat around Vinh Citadel; 3 packages to build Vinh - Hung Tay road and the package to build National Highway 46 connecting the road along Lam River.

In these bidding packages, because some households have not accepted the compensation price for land acquisition, have not agreed on the resettlement plan, compensation price for assets on land, land prices at departure and destination; some plots have not been confirmed for land use origin, assets on land have not been counted; many households do not agree and intend to delay and obstruct the land acquisition work...

Faced with the above difficulties, the city has recently mobilized the entire political system to take drastic action, establishing 6 advocacy groups and inspection teams, assigning specific responsibilities to members to stay close to the grassroots and the people to propagate and mobilize, and at the same time take measures to remove difficulties and obstacles. However, up to now, the clean site has not been handed over to contractors to speed up the construction progress.

At the meeting, the City Party Secretary requested that units need to have stronger and more drastic solutions. There should be a support policy for households that take the lead in relocating assets, handing over land and supporting rent for households in areas where resettlement areas have not been completed. For households that do not comply, enforcement forces will be organized to protect construction in accordance with the law./.
