On the morning of January 16, Nghe An Police organized a ceremony to launch a study campaign to learn from the heroic sacrifices of martyrs: Colonel Nguyen Huy Thinh, Captain Pham Cong Huy, and Senior Lieutenant Duong Duc Hoang Quan of the Capital Mobile Police Regiment, Mobile Police Command, and Hanoi City Police.
The launching ceremony took place simultaneously at Nghe An Police headquarters and 21 police stations of districts, cities and towns.

“The heroic sacrifices of the three comrades Nguyen Huy Thinh, Pham Cong Huy, and Duong Duc Hoang Quan have contributed to making the red flag with a yellow star more colorful, a powerful testament to the great sacrifices of the People's Public Security Forces, to continue the tradition and glorious, heroic, and indomitable history of the People's Public Security soldiers "Forgetting themselves for the country, serving the people", Major General Nguyen Huu Cau said.

Today's launching ceremony is an opportunity for all officers and soldiers of Nghe An Police to express their sincere feelings, deepest gratitude and respectfully bow before the brave sacrifice of "Forgetting oneself for the country, serving the people" of the three martyrs: Colonel Nguyen Huy Thinh, Captain Pham Cong Huy, Senior Lieutenant Duong Duc Hoang Quan, who fell for the cause of ensuring security and order, for the peaceful and happy life of the people.

Also at the launching ceremony, with the tradition of "Mutual love and affection", "For the sake of comradeship", the Standing Committee of the Party Committee and the leaders of the Provincial Police launched and called on the Police of units, localities and each officer and soldier, depending on specific conditions and circumstances, to have activities to visit, encourage, share, help and support the families of the three comrades who sacrificed.
On December 31, 2019, a number of units of the Ministry of National Defense coordinated with functional forces to build a security fence around Mieu Mon military airport in Dong Tam commune, My Duc district, Hanoi. The Mobile Police Command coordinated with Hanoi City Police to deploy forces to carry out the task of protecting the construction site area during the implementation of the task.
By the early morning of January 9, 2020, a number of subjects used grenades, petrol bombs, iron pipes with sharp knives... to fight back and fiercely attack the police, causing the deaths of 3 officers and soldiers of the People's Public Security Forces. They were: Colonel Nguyen Huy Thinh (born in 1972, Deputy Regiment Commander, Capital Mobile Police Regiment, Mobile Police Command); Captain Pham Cong Huy (born in 1993, officer of the Fire Prevention, Firefighting and Rescue Police Department, Hanoi City Police) and Senior Lieutenant Duong Duc Hoang Quan (born in 1992, officer of Battalion 1, Capital Mobile Police Regiment, Mobile Police Command).
Currently, the security and order situation in Dong Tam commune has basically stabilized, the construction of the Mieu Mon airport fence has been completed. On January 9, 2020, the Hanoi City Police Department initiated a case on the crimes of "Murder"; "Illegal possession, use, and trading of military weapons" and "Resisting people on official duty"; The Ministry of Public Security is directing the Hanoi City Police to urgently investigate, verify, and consolidate documents to strictly handle violators according to the provisions of law.
On January 10, 2020, the President signed a decision to posthumously award the First Class Military Exploit Order; on January 11, 2020, the Prime Minister awarded the Certificate of "Fatherland's Gratitude"; the Minister of Public Security signed decisions to promote from Lieutenant Colonel to Colonel posthumously to comrade Nguyen Huy Thinh, from Senior Lieutenant to Captain posthumously to comrade Pham Cong Huy; from Lieutenant to Senior Lieutenant posthumously to comrade Duong Duc Hoang Quan.
