Hanoi officially launches motorbike ban roadmap

Restrict personal vehicles on even and odd days
The Chairman of the Hanoi People's Committee has just issued a decision approving the Project "Strengthening the management of road vehicles to reduce traffic congestion and environmental pollution in Hanoi, period 2017 - 2020, vision 2030".
Accordingly, to strengthen the management of road vehicles to reduce traffic congestion and environmental pollution, ensure good service to travel needs and improve the quality of living environment of people in the city, Hanoi will focus on prioritizing the synchronous development of the public passenger transport system to ensure that the market share of the central urban area by 2020 reaches from 30% to 35% of total travel needs, by 2030 from 50% to 55%.
At the same time, Hanoi will develop a synchronous transport infrastructure network with other plans, especially the transport plan approved by the Prime Minister, to ensure that by 2030 the ratio of traffic land area to urban construction land area reaches from 20% to 26% for the central urban area. Of which, the land area for static traffic needs to reach from 3% to 4%.
To achieve the above goal, the city has implemented many synchronous solutions. In the period of 2017 - 2018, it will focus on implementing solutions on managing vehicles participating in traffic and strengthening State management of traffic.
In the 2017-2020 period, the focus will be on implementing solutions to manage the quantity and quality of vehicles participating in traffic and developing public passenger transport. In particular, in this period, solutions will be applied to limit personal vehicles on even and odd days in areas and streets with frequent and serious congestion. In the 2017-2030 period, Hanoi will gradually limit activities in some areas and times, and at the same time prepare the necessary conditions to stop motorbikes in the districts by 2030.
Will there be a toll on vehicles passing through congestion points?
Among the solutions proposed by Hanoi, the city will develop a plan for public passenger transport by bus and taxi to ensure reasonable management of the number of vehicles. Hanoi is also considering granting quotas for taxis and vehicles operating similar to taxis (Uber, Grab, etc.) in the area.
In the coming time, Hanoi will issue regulations on the operation of inter-provincial taxis and 9-seat passenger transport vehicles using information technology (Uber, Grab, etc.) in the area; propose measures to manage electric bicycles similar to motorbikes and handle motorbikes that do not ensure technical and environmental safety.
Car owners in the area must install auxiliary equipment to serve the management of vehicles and traffic regulation (automatic toll collection equipment, etc.). Road motor vehicle owners must open an account for the city to collect automatic tolls as well as pay fines for traffic violations.
In particular, Hanoi will divide zones to limit motorbike operations in accordance with the infrastructure and service capacity of the public passenger transport system, moving towards stopping motorbike operations in districts by 2030.
