Hanoi urgently reclaims land to expand key traffic routes with an investment capital of nearly 2,500 billion VND.

Since July 1, the Linh Nam Road expansion project has been handed over to Vinh Hung Ward as the investor. The relevant parties are currently speeding up the implementation of the project with a total investment of up to VND2,493 billion.

The Linh Nam Road expansion project is identified as a key traffic project in Hanoi, with special significance in connecting the central area of ​​the capital with Ring Road 3. At the same time, this route will contribute to reducing traffic pressure on streets such as Tam Trinh, Minh Khai and Kim Nguu.

Initially, the project was scheduled to start in June 2025 and be completed in 2027. However, due to the transformation of the government organization model, progress is being slowed down.

On June 27, 2025, the Chairman of the Hanoi People's Committee signed Decision No. 3368/QD-UBND on the 5-year public investment plan 2021-2025, assigning the People's Committee of Vinh Hung Ward to take over the project to upgrade and expand Linh Nam Street from the old investor, the People's Committee of Hoang Mai District.

The total investment of the project is 2,493 billion VND, of which the 5-year medium-term capital plan for 2021-2025 is 1,220 billion VND.

On the afternoon of July 16, the Vinh Hung Ward Investment and Infrastructure Project Management Board held its first meeting to review the procedures for receiving documents and officially take over the Linh Nam road project.

According to Party Secretary and Chairman of Vinh Hung Ward People's Council Nguyen Duc Dung, the project's site clearance work on an area of ​​98,000m² will affect 829 households and 19 organizations in 4 wards: Mai Dong, Vinh Hung, Linh Nam, Tran Phu (old Hoang Mai district), now Tuong Mai, Hoang Mai, Linh Nam, Vinh Hung wards.

The route has a total length of more than 3km, starting at the intersection with Tam Trinh Street, ending at the intersection with Nguyen Khoi Dike. The cross-section will be expanded to 30-40m.

As of June 2025, about 680 households have been counted, 450 households have had their compensation plans approved. Mobilization and propaganda work has been actively carried out with the participation of the entire political system, especially the Fatherland Front, residential groups and the Front's working committee.

In Vinh Hung ward, where there are many complicated land locations such as land for resettlement, land not eligible for certificate issuance, the work of verifying land origin is being gradually resolved by the ward People's Committee. Some households that initially did not agree have begun to accept compensation after many dialogues.

According to the adjusted plan for site clearance progress of the Ward Investment and Infrastructure Project Management Board, from now until the end of 2025, 90% of land acquisition and compensation payment for the entire route will be completed.

Specifically, Vinh Hung ward aims to complete the census of 100% of households in the third quarter of 2025, and approve payment plans for at least 80% of households in the fourth quarter of 2025.

Specialized agencies are stepping up land legal review and organizing direct dialogues with households that are still having problems. The ward also proposed that the City People's Committee allow flexible swapping of resettlement locations and apply additional support mechanisms according to local characteristics to remove long-standing "bottlenecks".

Party Secretary and Chairman of Vinh Hung Ward People's Council Nguyen Duc Dung affirmed: "As the project investor, we will closely coordinate with the remaining 3 wards to speed up the progress and soon complete the site clearance work to expand Linh Nam Street."
