Hanoi plans to 'park cars by the day, dump trash by the hour'
Hanoi leaders said the city plans to regulate car parking on some streets as "on even days park on even side, on odd days park on odd side".
On the morning of August 15, at a meeting with voters in Hoan Kiem district, Chairman of the Hanoi People's Committee Nguyen Duc Chung said that on August 16, the Standing Committee of the City Party Committee will meet to give opinions on the project to limit personal vehicles and build a smart traffic operating system. This includes the construction of static parking lots, limiting personal vehicles in the city center, traffic light systems, etc.

City leaders said the capital will have 5 locations to build underground parking lots, including: August Square; Thong Nhat, Thu Le and Thanh Nhan parks; and Quan Ngua Sports Palace. Recently, Hanoi hired a Japanese partner to design and plan underground spaces at the 5 parking lots above.
Hanoi will also re-plan public parking lots and announce them for people to know and monitor. On some narrow streets such as Tran Quoc Toan and Nguyen Gia Thieu, the city assigned the Department of Transport to develop a plan to only allow parking on one side of the street instead of both sides as before.
“On even days, park on the even-numbered side of the street, and on odd days, park on the odd-numbered side to ensure fairness. This rotating parking method is applied in many countries. Recently, the city piloted parking on even and odd days on Da Tuong Street,” said Mr. Chung.
Hourly garbage collection
According to the Chairman of Hanoi, the city spends about 3,000 billion VND each year on collecting, transporting and treating waste. In the near future, the city will promote mechanization of the above tasks to increase productivity and reduce costs.
Mr. Nguyen Duc Chung said that Hanoi is considering regulating people to throw garbage at the collection point from 5 p.m. to 7 p.m. or from 8 p.m. to 10 p.m. Through actual surveys, Hanoi authorities found that in the first time frame, there is a phenomenon of people throwing garbage, then other people come to pick up plastic and nylon, making the garbage collection point unsanitary. Therefore, the city plans to issue regulations in the direction that people throw garbage once a day, between 8 p.m. and 10 p.m.
According to Hanoi leaders, the city has completed the design of a trash can model for public places, with covers to ensure urban hygiene and beauty. Urban sanitation work will be focused in the direction that each unit is responsible for one or several districts, avoiding the situation where many units perform in one district, leading to shirking responsibility as has been the case for a long time.
