Ha Tinh drops disciplinary decision for official having third child
Nearly three years after the decision was issued, nearly 1,500 officials, civil servants, and public employees in Ha Tinh province were disciplined for having a third child.
Vice Chairman of Ha Tinh province Dang Quoc Vinh has just signed a decision to abolish the temporary regulation on disciplinary action against officials, civil servants, public employees, and members of the armed forces who give birth in violation of population and family planning policies.
Previously, in November 2014, the Provincial People's Committee issued Decision No. 77, stating that civil servants holding a position who have a third child will be demoted, those who have a fourth child will be dismissed, and those who have a fifth child will be forced to quit their jobs.
Officials who do not hold a position will be reprimanded if they have a third child, warned if they have a fourth child, and forced to work if they have a fifth child.
In addition, civil servants and public employees who give birth in violation of population policy may be transferred to work in disadvantaged areas. The collective with the violating cadres is also jointly responsible.
Ha Tinh leaders explained that at that time, the province's birth rate was the highest in the country, so the decision was made. The application to officials was to set an example for the people.
After nearly three years of implementing the decision, the whole province has nearly 1,500 cadres, party members, civil servants and public employees disciplined.
In August 2017, the Ministry of Justice reminded Ha Tinh that this regulation was inappropriate. After many meetings, the province agreed to abolish it.
Ha Tinh Department of Home Affairs said that civil servants and public employees who have been disciplined in the past must accept the proposed level of punishment, because it is a general regulation of the whole province and not a specific individual.
