Two ways to register a license plate at home
Below are two ways for people to register for identification plates right at home.
Method 1: Register your identification number plate at home on the National Public Service Portal
Step 1: Vehicle owners log in to the National Public Service Portal => click submit online to declare registration information and issue license plates for the first time.
Step 2: Fill in all required information as instructed in the vehicle registration form => After completing the declaration, click submit.
Step 3: After successfully declaring, the vehicle owner will receive the online vehicle registration file code, appointment schedule via email or text message to complete the vehicle registration procedure.
Step 4: Go to the Traffic Police Department => Provide the vehicle registration file code to the vehicle registration agency to complete vehicle registration procedures according to regulations.
Step 5: Sign and write your full name on the vehicle registration form, and attach a copy of the vehicle's engine number and chassis number to the form.
Step 6: Receive appointment paper to receive results, pay vehicle registration fee. If you need to receive vehicle registration results by post, register with the public postal service unit.
Step 7: Get vehicle registration certificate, license plate.

Method 2: Register your identification number plate at home on the Ministry of Public Security's Public Service Portal
Step 1: You log in to the Ministry of Public Security's Public Service Portal => Click on submit online application to declare registration information and issue license plates for motorbikes and scooters for the first time.
Step 2: Fill in and attach all required documents as instructed until the end of online application submission.
Step 3: After successfully declaring, the vehicle owner will receive the vehicle registration file code and appointment schedule via email or text message to complete the vehicle registration procedure.
Step 4: Go to the vehicle registration office of the commune-level police => Provide the vehicle registration file code to the vehicle registration office to carry out vehicle registration procedures according to regulations.
Step 5: Sign and write your full name on the vehicle registration form, attach a copy of the engine number and chassis number of the vehicle to the electronic vehicle registration form.
Step 6: Receive appointment paper for results, pay vehicle registration fee. If you need to receive vehicle registration results by post, please register to use the vehicle registration certificate delivery service.
Step 7: Get vehicle registration certificate and license plate.

Correct understanding of identification plates
An identification plate is a plate with a symbol, plate series, size of letters and numbers, and plate color according to the provisions of Circular 24/2023/TT-BCA and applied to all types of vehicles. The identification plate system will use a unique identification code for each vehicle owner or user. When information needs to be retrieved, the competent authority will use this identification code to query the database containing information related to the vehicle owner or user.
If the vehicle was registered before August 15, 2023 and has a 5-digit license plate, it will be the owner's identification plate. If the vehicle was registered after August 15, 2023, the newly issued license plate will be the owner's identification plate.
Note that, according to the Circular, the identification plate does not apply to 3 or 4 digit number plates (vehicles are still allowed to circulate normally). If you want to switch to an identification plate, the vehicle owner needs to carry out the procedure of withdrawing the old plate and re-registering to be issued a 5-digit identification plate.
Clause 10, Article 3 of Circular 24/2023/TT-BCA stipulates the principles of vehicle registration as follows:
Vehicle registration declaration is made on the National Public Service Portal or the Ministry of Public Security Public Service Portal. Vehicle owners use the declared file code on the public service portal to complete vehicle registration procedures.
In case it cannot be done on the public service portal due to lack of electronic data or technical errors, the vehicle owner must declare and complete the procedure directly at the vehicle registration agency.
