Established on the basis of merging the Party Committees of Nghi Yen, Nghi Tien, Nghi Thiet communes (old Nghi Loc district), Hai Loc commune Party Committee has 33 affiliated Party organizations, with 705 Party members. The commune has a total natural area of 41.25 km2, population of 21,940 people. During the past term, the Party Executive Committees of the communes focused on leading the development and synchronous implementation of action programs; concretizing resolutions, conclusions, and directives of higher levels with specialized resolutions, programs, and plans to lead, direct implementation and achieve quite comprehensive results.
The growth rate of total product value in the period of 2021 - 2025 of the whole commune reached 10.63%/year (exceeding the target set by the Congress Resolution). The total production value in 2025 (at 2010 comparative prices) is estimated at 3,625.8 billion VND. The economic structure has shifted in a positive direction: industry - construction accounts for 87.4%; trade - services account for 7.8%; agriculture - forestry and fishery account for 4.8%. The average income per capita in 2025 is estimated at 60.6 million VND/year, an increase of 9.1 million VND compared to 2020. The total social investment capital in 5 years is estimated at 7,308 billion VND.
Implement the exploitation and use of agricultural land and aquaculture in accordance with the capacity and strengths of the locality. Scientific and technical advances and high technology are widely applied, contributing to reducing costs, increasing labor productivity, and increasing income value per unit area. Typically, there are models of growing vegetables and shallots in hamlets 1, 2 and Tan Son hamlet...; 2 high-tech agricultural production models of growing melons, linked according to the value chain with a total area of nearly 6,000m2 in Dong Son and Trung Son hamlets. The commune has built 4 OCOP products that are assessed to be of good quality. Livestock continues to be maintained stable in terms of total herd.
Aquaculture and fishing activities continue to be maintained stably, ensuring output and quality. The total average aquaculture output is estimated at 220 tons/year. The National Target Program on New Rural Development has been directed with attention. In 5 years, the commune has mobilized resources to build advanced new rural areas, estimated at over 300 billion VND. To date, 15/19 criteria for building advanced new rural areas have been completed.
The bright spot in the local economic development is the industrial and construction sector. The production value of the industrial and construction sector by 2025 (2010 comparative price) is estimated at 3,247 billion VND, an average increase of 14.14%/year in the period 2021 - 2025 (accounting for 89.5% of the total production value of the whole commune). Factories operating and producing effectively such as: Song Lam Cement Factory, DKC Petroleum Depot; in addition, there are other industries such as shipbuilding, civil carpentry, aluminum and glass welding, interior design, construction... actively contributing to the transformation of economic structure and labor structure.
In addition, the locality has effectively implemented solutions to mobilize investment resources to upgrade the transportation system, irrigation, schools, medical stations and cultural houses of communes and hamlets; built technical infrastructure to serve production and people's lives; many civil works have been deployed on schedule, ensuring quality and promoting effective use.
In 5 years, the total resources mobilized were more than 300 billion VND, building 102 rural infrastructure works, meeting the needs of local socio-economic development. Trade and services continued to develop with an estimated production value of 239,386 billion VND in 2025, an average increase of 10.06% per year in the period 2021 - 2025.
Along with economic development, the cultural and social fields are also of interest to the Party Committee and the government. The quality of education continues to be improved in both key and mass quality. Up to now, the whole commune has 8/8 schools meeting national standards level 1 (including 2 schools meeting standards level 2). The movement "All people unite to build a cultural life" is promoted, associated with the movement to build advanced new rural areas. Medical examination, treatment and health care for the people are gradually ensured, the quality of medical examination and treatment is increasingly improved. Social security policies are guaranteed. National defense and security are maintained and stable.

With the motto "Solidarity - Democracy - Discipline - Innovation - Development", the Party Committee of the commune sets out 7 key tasks and 3 breakthroughs in the coming term. At the same time, it is determined to strive to complete and exceed 26/26 main targets on economy, culture - society, environment, national defense - security; Party building and political system.
To realize the set goals and tasks, the Hai Loc Commune Party Committee focuses on effectively implementing 6 main groups of solutions, including actively transforming the crop structure, introducing some valuable plants suitable for production conditions in some inefficient areas to increase productivity and value. Encourage enterprises and production facilities to promote the application of science and technology, invest in advanced equipment to create high-value products, pay attention to building brands and trademarks for products. Promote the effectiveness of compensation and site clearance for investors to implement projects and construction works in the area.
Along with that, focus on adjusting the zoning plan; develop annual land use plans to meet the requirements of local socio-economic development. Focus on investing in key infrastructure projects, such as the coastal road connecting to Bai Lu urban, tourism and sports areas; upgrade and expand the road from Hai Thinh hamlet to National Highway 7C; Propose the province to plan investment in tourism and service development in Cua Hien beach area, Tien Phong beach associated with Bai Lu eco-tourism activities to promote the potential advantages of tourism in the commune; invest in building the commune administrative center; effectively mobilize resources to build infrastructure.
At the same time, continue to plan the school network system in accordance with the practical situation in the locality. Maintain good socialization of education, mobilize sponsorship, invest in facilities, mobilize sponsorship to complete and improve the quality of schools that meet national standards. Evaluate the current status of cultural and sports institutions, mobilize resources from the budget, people's contributions and socialization, strive for 100% of cultural houses in hamlets to meet the standards according to new regulations.
