The results are quite comprehensive.
Established through the merger of the Party Committees of Nghi Yen, Nghi Tien, and Nghi Thiet communes (formerly Nghi Loc district), the Hai Loc commune Party Committee has 33 subordinate Party organizations with 705 Party members. The commune has a total natural area of 41.25 km2 and a population of 21,940 people. During the past term, the Executive Committee of the commune Party Committee focused on leading the development and implementation of comprehensive action programs; concretizing resolutions, conclusions, and directives from higher levels through specialized resolutions, programs, and plans to lead and guide implementation, achieving fairly comprehensive results.
The growth rate of the total product value of the entire commune during the 2021-2025 period reached 10.63% per year (exceeding the target set by the Congress Resolution). The total production value in 2025 (at 2010 constant prices) is estimated at 3,625.8 billion VND. The economic structure is shifting in a positive direction: industry and construction account for 87.4%; trade and services account for 7.8%; and agriculture, forestry, and fisheries account for 4.8%. The average per capita income in 2025 is estimated at 60.6 million VND/year, an increase of 9.1 million VND compared to 2020. Total social investment over the 5 years is estimated at 7,308 billion VND.
The commune has implemented agricultural land use and aquaculture practices that are consistent with the local area's capabilities and strengths. Advanced scientific and technological advancements have been widely applied, contributing to reduced costs, increased labor productivity, and higher income per unit area. Notable examples include vegetable and shallot cultivation models in hamlets 1, 2, and Tan Son; and two high-tech agricultural production models for growing cantaloupe, linked in a value chain, covering a total area of nearly 6,000 m2 in Dong Son and Trung Son hamlets. The commune has developed four OCOP (One Commune One Product) products that have been evaluated as high-quality. Livestock farming continues to maintain stable herd sizes.
Aquaculture and fisheries activities continue to be maintained stably, ensuring both quantity and quality. The average total aquaculture production is estimated at 220 tons/year. The National Target Program on building new rural areas has received focused guidance. Over the past five years, the commune has mobilized resources for building advanced new rural areas, estimated at over 300 billion VND. To date, 15 out of 19 criteria for building advanced new rural areas have been completed.
A highlight in the local economic development is the industrial and construction sector. The value of industrial and construction production is estimated to reach VND 3,247 billion by 2025 (at 2010 constant prices), with an average annual growth rate of 14.14% during the 2021-2025 period (accounting for 89.5% of the total production value of the entire commune). Factories operating efficiently include the Song Lam Cement Plant and the DKC Oil and Gas Depot; in addition, other sectors such as shipbuilding, civil carpentry, aluminum and glass welding, furniture, and construction contribute positively to the shift in economic and labor structure.
In addition, the locality has effectively implemented solutions to mobilize investment resources to upgrade transportation, irrigation, school, health station, and community cultural centers; build technical infrastructure to serve production and people's lives, and many public works projects have been implemented on schedule, ensuring quality and maximizing efficiency.
Over the past five years, a total of more than 300 billion VND has been mobilized to build 102 rural infrastructure projects, meeting the socio-economic development needs of the locality. Trade and services continue to develop, with the value of production in 2025 estimated at 239.386 billion VND, an average annual increase of 10.06% during the 2021-2025 period.
Along with economic development, the socio-cultural sector has also received attention from the Party Committee and the government. The quality of education continues to improve, both in key areas and in general education. To date, all 8 schools in the commune have achieved National Standard Level 1 (including 2 schools that have achieved Level 2). The "All People Unite to Build a Culturally Rich Life" movement has been promoted, linked with the movement to build advanced new rural areas. Medical examination, treatment, and healthcare for the people are gradually being ensured, and the quality of medical services is constantly improving. Social security policies are guaranteed. National defense and security are maintained and stable.
A new spirit and a desire to rise
Building upon and developing the achievements already made, the Party Committee of Hai Loc commune, entering its new term, has set the following goals: To build and strengthen a clean and robust Party and political system; to promote attracting foreign investment, effectively utilize resources, strengthen investment in building a synchronous and modern infrastructure, and promote rapid and sustainable economic growth; to improve the material and spiritual lives of the people, to build a civilized, courteous, friendly, and compassionate culture and people of Hai Loc; and to ensure the maintenance of national defense, security, and social order. To build Hai Loc commune to meet the standards of an advanced new rural area, moving towards a model new rural area in terms of environmental landscape.
With the motto "Unity - Democracy - Discipline - Innovation - Development," the Party Committee of the commune has set out 7 key tasks and 3 breakthroughs for the next term. At the same time, it is determined to strive to complete and exceed all 26 key targets in the areas of economy, culture and society, environment, national defense and security; and Party building and the political system.
To realize the set goals and tasks, the Hai Loc Commune Party Committee focuses on effectively implementing six main groups of solutions, including actively transforming the crop structure, introducing several high-value crops suitable for production conditions in some less productive areas to increase productivity and value. It encourages businesses and production facilities to promote the application of science and technology, invest in advanced equipment to create high-value products, and pay attention to building brands and trademarks for their products. It also aims to improve the efficiency of land compensation and clearance to facilitate investors in implementing projects and construction works in the area.
In addition, focus on adjusting the zoning plan; developing annual land use plans to meet the socio-economic development requirements of the locality. Concentrate investment on key infrastructure projects, such as the coastal road connecting to the Bai Lu urban, tourism, and sports area; upgrading and expanding the road from Hai Thinh hamlet to National Highway 7C; proposing to the province to plan investment in tourism and service development in the Cua Hien and Tien Phong beach areas, linked with the Bai Lu ecological tourism area, to maximize the tourism potential and advantages of the commune; investing in the construction of the commune's administrative center; and effectively mobilizing resources for infrastructure development.
Simultaneously, continue to plan the school network system in accordance with the local situation. Maintain effective social mobilization in education, solicit sponsorships, invest in infrastructure, and raise funds to improve and enhance the quality of schools to meet national standards. Assess the current state of cultural and sports facilities, mobilize resources from the budget, contributions from the people, and social contributions, striving for 100% of village cultural centers to meet the new standards.
