According to a recent report by the Inspectorate of Kien Giang province on handling land violations in the period 2011 - 2017 according to the conclusion of the Government Inspectorate, two former Chairmen of the People's Committee of Kien Giang province, Mr. Pham Vu Hong, Mr. Le Van Thi, and 12 former Vice Chairmen and members of the People's Committee of the province in the period 2011 - 2017 must review and learn from experience.
Among the former Vice Chairmen of the People's Committee of Kien Giang province who were disciplined to gain experience were Mr. Nguyen Thanh Nghi (currently Secretary of the Kien Giang Provincial Party Committee); Mr. Mai Van Huynh, Secretary and Chairman of the People's Committee of Phu Quoc district; Ms. Le Thi Minh Phung and Mr. Mai Anh Nhin, Lam Hoang Sa, and Mr. Le Khac Ghi who have retired.

Previously, the Government Inspectorate issued a Notice of Conclusion of the inspection of law enforcement in planning, land management and use, mineral resource management and exploitation, and environmental protection in Kien Giang province in the period of 2011 - 2017, thereby identifying a series of violations in State management.
The Government Inspectorate believes that the Chairman of the People's Committee of Kien Giang province for the period 2011 - 2017 was responsible for general direction and management.
Heads of departments, branches and Chairmen of People's Committees of districts and cities are primarily responsible for the above violations and shortcomings.
The Government Inspectorate requested the Chairman and Vice Chairman of the People's Committee of Kien Giang province to review their responsibilities for the shortcomings and violations. At the same time, organize a review and take strict measures against the groups and individuals who have committed violations.
Specifically, during the above period, the Department of Agriculture and Rural Development of Kien Giang province, the Phu Quoc Protective Forest Management Board and Phu Quoc National Park loosened management, leading to the situation of households encroaching on forest land that occurred for a long time but was slow to be prevented and handled.
Some households were even granted land use right certificates that overlapped with the area already granted land use right certificates to Phu Quoc National Park.
During the inspection period, especially from 2016 to June 2018, the People's Committee of Phu Quoc district and the People's Committees of the communes and towns under its management loosened management of land and urban construction order, leading to many organizations and individuals illegally building infrastructure on agricultural land for the purpose of dividing and separating small plots of agricultural land for transfer.
The inspection conclusion also pointed out that lax land management causes difficulties in land recovery, compensation and site clearance to implement investment projects according to plans approved by competent authorities.
From January 2016 to June 2017, the Department of Natural Resources and Environment of Kien Giang province allowed the separation of 17,808 agricultural land plots with small areas (under 500m2) in Phu Quoc district not for agricultural production purposes. This leads to a very complicated situation of transferring agricultural land use rights in this island district, causing difficulties in land management.
Kien Giang Province Tax Department reduced 50% of land use fees for some investors who did not comply with regulations. It is necessary to recover for the budget more than 255.8 billion VND.
