According to the complaint, Mr. Khoi's behavior violated Point c, Clause 1, Article 4 of Decision 994/QD-UBND dated July 2, 2013 of the Chairman of the People's Committee of Ca Mau province on promulgating the regulations on speaking and violated Point b, Clause 1, Article 9 of Decree 159/2013/ND-CP dated November 13, 2013 of the Prime Minister.
