Two Party Secretaries and the "fire" from the Government

The leaders of the two major cities have made a strong impression on their determination to innovate and reform to facilitate business development in the two largest economic locomotives of the country.

“Let’s put ourselves in the shoes of businesses and see if we can handle it,” asked the question posed by Hanoi Party Secretary Hoang Trung Hai on March 4 when hearing a report on the situation of businesses having to receive inspection teams one after another. He directed that businesses cannot keep making suggestions about problems without resolving them.

“Businesses and investors only need clear administrative procedures. If each agency can quickly resolve the issues for businesses, people will invest more. When businesses develop, the city will also develop more,” the Hanoi Secretary affirmed.

Exactly one day before, on March 3, Secretary of the Ho Chi Minh City Party Committee Dinh La Thang also had a working session with the Standing Committee of the Party Committee of Saigon Trading Group (SATRA). Pointing out the current state of competitiveness of enterprises with just a simple question "Do housewives know the SATRA rice brand?", Secretary Dinh La Thang also pointed out the path that he considered the shortest to innovate governance and improve the competitiveness of enterprises. That path is to focus on promoting equitization in areas where the State does not need to hold controlling shares.

Previously, the Secretary of the City Party Committee, Dinh La Thang, made a strong impression when he raised the issue of milk consumption for farmers. In fact, Mr. Dinh La Thang did not approach the problem in the direction of "solving the problem" as some opinions said. According to his own confession, the solution for people raising cows is not only to solve specific problems in Cu Chi district or elsewhere, but more importantly, to find a mechanism for farmers to produce on a large scale and develop sustainably. That mechanism must definitely follow the rules of the market and the key issue is that businesses and farmers must improve productivity and competitiveness of their products.

The strong messages from the two new Party Secretaries, the leaders of two major cities, two economic locomotives of the country, were enthusiastically received by the people and the business community. The close attention of the press and media alone is enough to show the excitement and expectations of the people for the upcoming strong changes in the two cities.

In fact, institutional reform, improvement of the business environment, and enhancement of national competitiveness are urgent requirements that have been identified and vigorously implemented by the Government and the Prime Minister in recent times. It is not difficult to recognize the similarities in the views of the two Party Secretaries with the consistent views and policies of the Government.

That is to perfect the synchronous and modern market economic institutions on the basis of fully complying with the laws of the market economy and deep international economic integration, consistently implementing the market mechanism in resource allocation. That is to promote administrative procedure reform in the direction of shortening the processing process, reducing the number and simplifying the content of documents, reducing the time and cost of implementation for enterprises. That is to promote the equitization of state-owned enterprises and even public service units, in the spirit that the state does not do things that society and the market can do better... Even the solution for enterprises to reduce the "burden" of inspection and examination mentioned by Secretary of the City Party Committee Hoang Trung Hai has also been clearly stated by the Government in Resolution 19/NQ-CP of the Government and the Ministry of Finance has also been officially implemented since the beginning of February.

Reform is relentless. Most recently, the above requirements were emphasized once again by Prime Minister Nguyen Tan Dung in the article “The Trans-Pacific Partnership Agreement, Opportunities and Challenges - Our Actions”. In terms of specific implementation, at the meeting on March 3 on the draft Decision replacing Decision No. 37 of the Prime Minister on promulgating criteria and classification lists of State-owned enterprises, Deputy Prime Minister Vu Van Ninh affirmed that it is necessary to accelerate the downsizing of enterprises, so that 100% State-owned enterprises are as few as possible and further strengthen the participation of the private sector in production and business.

In fact, in his previous position as Deputy Prime Minister, Hanoi Party Secretary Hoang Trung Hai directly worked with the Government and the Government Standing Committee to direct a series of major policies and solutions to remove difficulties for businesses, create a favorable business environment, and ensure competition and transparency. The Ministry of Transport under Minister Dinh La Thang was considered one of the leading units in reform efforts at the request of the Government.

When the path and solutions for reform were quite clear, Prime Minister Nguyen Tan Dung repeatedly emphasized the need to focus on building a team of civil servants with qualities and abilities, wholeheartedly serving the people. Reality shows that the reform goals are completely within our reach, the problem is determination and responsibility in implementation. The team of cadres and civil servants must put themselves in the position of enterprises and people, accompany the people and businesses, roll up their sleeves to work to remove difficulties for them, that is the requirement of the Prime Minister for all levels and sectors and now the requirement of the two Secretaries of the City Party Committee for the cadres and civil servants under their authority.

In a recent working session on high-tech development, Secretary of the City Party Committee Dinh La Thang said, "We all have it, we just lack the fire, we must light the fire of enthusiasm." It can be said that recently, the Government has fanned the "fire" of determination in institutional reform to improve competitiveness - the most decisive factor in the development of an economy in the context of integration and fierce competition. And that fire of determination is spreading more widely, having a stronger impact on each level and each industry.
