Accordingly, the port will arrange security forces to control and separate passengers and people seeing them off at the D1 and D2 gates to the check-in area on the 3rd floor of the T2 passenger terminal. Only passengers, internal staff and those licensed by competent authorities are allowed to enter the aviation check-in area; family members seeing off passengers are not allowed to enter this area.
The initial trial period applies during two peak hours from 9:00 to 11:00 and from 20:30 to 23:00 from January 15, 2019 to January 25, 2019. After the trial period, based on the actual situation, the Port will flexibly deploy the plan during peak days and hours serving the Lunar New Year, applicable until February 28, 2019.
According to a representative of Noi Bai International Airport, the calculated plan ensures compliance with current legal conditions and has been approved by the Civil Aviation Authority of Vietnam.
According to statistics during many peak hours, the number of international passengers at Noi Bai International Airport has approached the operating limit announced by the Civil Aviation Authority of Vietnam (2,304 passengers/hour), and at some times exceeded the operating limit.
Local congestion often occurs during rush hours, on the 3rd floor of Terminal T2 from the terminal entrance/exit area, the check-in counter entrance area and the passenger verification area (veripax 1). The reason is that this time often focuses on flights to East Asia, Northeast Asia, the UK, France, operating large-body aircraft with a large number of passengers, many of whom are international students and export workers accompanied by a large number of relatives seeing them off. There are times when the number of people seeing them off is often 4-5 times higher than the number of passengers.
Local congestion at the entrances and exits makes it difficult for passengers to move around, makes it difficult to access the check-in area, potentially affecting security and order and aviation security, increasing the risk of flight delays, limiting the port's operating capacity, and directly affecting passengers.
A representative of Noi Bai International Airport said that separating passengers at the terminal entrance will affect the habits of a large number of relatives, which may lead to discomfort for passengers and their relatives. However, it is a necessary and urgent adjustment, especially during peak periods and rush hours.
