According to the conclusion of the provincial Department of Home Affairs inspector, in the period 2015-2017, the district appointed 20 department heads and deputy heads, but all of these officials did not meet the conditions and standards.

Specifically, many officials lack IT and foreign language certificates, have not studied state management training at the specialist level, do not have a certificate of training at the department level, and do not hold the specialist level.

In particular, there are officials appointed who are over the prescribed age; four department heads and deputy heads do not have a regular university degree.

In addition, 25 principals and vice principals of schools in the district were also appointed without meeting the standards and without foreign language or computer certificates.

According to the Secretary of Tay Tra district, when the district was established in late 2003, the province did not have the above conditions and standards. Due to difficulties in finding staff, the quality of the staff was not high.

"At the time of appointment, I had not yet taken office. To improve the quality of the civil service, in the coming time, the district will resolutely only appoint qualified officials," Mr. Vinh emphasized.

Tay Tra has a population of 19,500, most of whom are ethnic minorities. Located 100 km northwest of Quang Ngai province with isolated mountainous terrain, this is one of the poorest districts in the country with a poverty rate of over 75%.
