Hundreds of victims fell into the trap of the 'braggart' selling lottery results
"Bragging" about his ability to know lottery results in advance and then selling information, Hiep appropriated 350 million VND from more than 100 victims.
On December 1, 2023, Hau Loc District Police (Thanh Hoa Province) announced that they had just arrested Nguyen Van Hiep (born in 1999, in Van Thai Commune, Ung Hoa District, Hanoi City) to investigate and clarify the act of "Fraudulent appropriation of property".
Previously, Hau Loc District Police received a criminal report from Mr. VVĐ in Tien Loc Commune, Hau Loc District with the following content: While using social networks, Mr. D. saw a Facebook account named "Duy Hipp" posting an advertisement to sell lottery numbers. During the exchange, the owner of the account "Duy Hipp" committed to buying the results from the Northern Lottery Company and showed pictures and documents with the stamp of the "Northern Lottery Council".
Subject Nguyen Van Hiep confessed at the investigation agency.
The news was true that on November 16, Mr. D. bought the Northern lottery results from "Duy Hipp" online, with a total amount of 3.5 million VND and was provided with numbers to play with the promise of 100% winning. However, on November 16, Mr. D. did not win as promised. Knowing that he had been scammed, Mr. D. wrote a report to the police.
Immediately after receiving the report from Mr. D., Hau Loc District Police mobilized forces to urgently deploy professional measures to verify the crime report. During the investigation, Hau Loc District Police had sufficient evidence to determine that Nguyen Van Hiep was the subject who committed the above-mentioned act of fraud and property appropriation.
The authorities have issued an Emergency Arrest Warrant for Nguyen Van Hiep. During a search of Hiep's residence, the authorities seized evidence including a computer, a printer, a mobile phone, 5 seals of various types, an ATM card, an ID card, and many other related evidences.
According to the initial investigation results, around May 2023, Nguyen Van Hiep searched on social networks and learned about the method of fraudulently appropriating property online by buying and selling lottery numbers. After that, this subject bought a junk phone SIM card to register a Zalo account under the name "Nguyen Bao Long" and bought a bank account under the name Luu Duc Hai and then created dozens of fake Facebook accounts to advertise, sell lottery numbers and commit fraud to appropriate property. From June 2023 until his arrest, Nguyen Van Hiep successfully carried out the act of fraudulently appropriating property of nearly 100 victims, appropriating an amount of about 350 million VND.
Currently, the Investigation Police Agency of Hau Loc District has initiated a case and issued a decision to temporarily detain Nguyen Van Hiep to continue investigating and expanding the case.
