The Provincial People's Council gave its opinion on the proposal to support the construction of valuable medicinal projects in Nghe An province.

(Baonghean.vn) - On the afternoon of November 24, the Ethnic Committee of the Provincial People's Council held a meeting to review the draft resolution and report related to the implementation of the National Target Program on socio-economic development in ethnic minority and mountainous areas.

Attending the inspection were comrade Nguyen Nhu Khoi - Member of the Provincial Party Executive Committee, Vice Chairman of the Provincial People's Council and leaders of a number of relevant departments and branches.

The Ethnic Committee of the Provincial People's Council has spent time examining the draft resolution regulating the content of support, application form, and procedures for selecting precious medicinal projects, under the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025 in Nghe An province.

The Provincial People's Committee drafted a resolution to submit to the Provincial People's Council for consideration based on Decree No. 27 dated April 19, 2022 of the Government stipulating the management mechanism and organization of the implementation of national target programs.

The draft resolution has 11 support contents. These include support for building infrastructure for raw material areas; support for investment in high-tech medicinal plant growing areas; support for building infrastructure: connecting roads, electricity systems, water supply and drainage to serve raw material development projects; support for businesses to directly train local workers; support for advertising costs, building brands for national and provincial key products, etc.

In addition to agreeing with the 11 groups of support contents, the meeting participants proposed that the drafting agency, the Department of Health, add content to support the development of growing area codes to monitor and control the production situation, control the quality, and trace the origin of crop products according to the regulations of the Ministry of Agriculture and Rural Development.

The maximum support level shall not exceed 80% of the total cost of implementing a project or joint plan in a particularly difficult area. For local projects and plans, the project approval agency shall decide on the specific support level for implementing a project, but shall not exceed the support level decided by the Provincial People's Council.

However, currently, the province has not yet had any regulations on the spending norms for the precious medicinal herbs project. Therefore, the Ethnic Committee of the Provincial People's Council proposed that the Provincial People's Committee soon submit this content to the Provincial People's Council to ensure the consistency, unity and feasibility of the legal system.

Some opinions also suggested regulations on the sample documents and forms used in the process of selecting precious medicinal materials projects; specifically identifying the name of the project management agency and the agency in charge of the medicinal materials program right in the draft, making it easier for agencies and units to grasp; criteria for selecting projects; regulations on the working time of the appraisal council, avoiding arbitrariness in implementation.

The issue that members are concerned about is that the drafting of the resolution needs to ensure strict compliance with legal regulations, but also create favorable conditions for administrative procedures for beneficiaries during implementation.

At the meeting, the Ethnic Committee of the Provincial People's Council also examined the draft Resolution amending and supplementing a number of articles of Resolution No. 05 dated June 24, 2022 of the Provincial People's Council stipulating principles, criteria, and norms for allocating state budget capital to implement the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 period and annually in Nghe An province; the draft Resolution amending and supplementing a number of articles of Resolution No. 07 dated June 24, 2022; Resolution No. 45 dated October 12, 2022; Resolution No. 62 dated December 9, 2022 of the Provincial People's Council on implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in Nghe An province.

The Ethnic Council of the Provincial People's Council reviewed the report on the implementation results of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas in 2023 and tasks for 2024.

Based on the opinions of the members attending the meeting, Comrade Lo Thi Kim Ngan - Standing Member, Head of the Ethnic Committee of the Provincial People's Council requested the departments and branches to absorb and supplement and edit the draft resolutions and reports before submitting them to the Provincial People's Council at the 17th session, scheduled to be held in December 2023.
