Provincial People's Council gives opinions on issuing special mechanisms for Do Luong district

(Baonghean.vn) - The Economic - Budget Committee of the Provincial People's Council has agreed with the content of the proposal of the Provincial People's Committee allowing Do Luong district to retain 100% of land use fees for more than 25 hectares of planned residential land in the town and communes of Yen Son, Van Son, and Lac Son.

Attending the meeting were comrade Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; members of the Provincial Party Executive Committee: Thai Thi An Chung - Deputy Head of the Provincial National Assembly Delegation and Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council.

According to the report of the Provincial People's Committee,Do Luongis the economic, cultural, defense and security center of the inter-district and inter-regional Southwest Nghe An province. Implementing the Action Program to implement the Resolution of the 19th Provincial Party Executive Committee, the Provincial People's Committee has identified the task of developing and implementing the project to develop Do Luong district into a town in the direction of trade and services in the Southwest Nghe An region as one of the important tasks.

At present, the district is studying the master plan for Do Luong urban construction within the boundaries of 14 commune-level administrative units with a total natural area of over 7,930 hectares. The goal is to build the central urban area of Do Luong district to meet the criteria of a type IV urban area, creating a premise for Do Luong district to become a town before 2030.

Currently, the funding source for infrastructure investment in Do Luong district is basically from the local budget allocated annually by the Provincial People's Committee and the land use revenue source decentralized to the district level according to the resolution of the Provincial People's Council; with a total of about 70 billion VND per year.

This source has not yet ensured resources to implement the project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030" in accordance with the goals, tasks, and roadmap approved by the Provincial Party Standing Committee.

From that reality, the Provincial People's Committee submitted to the Provincial People's Council for consideration and promulgation of a resolution regulatingspecial mechanism and policySupport the implementation of the Project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030".

Accordingly, Do Luong district will enjoy 100% of land use fees collected from planned land areas (in Do Luong town and Yen Son, Van Son, Lac Son communes) with a residential land area of about 25.43 hectares to arrange investment in construction projects in the district.

Hiện nay, nguồn kinh phí phục vụ đầu tư cơ sở hạ tầng trên địa bàn huyện Đô Lương cơ bản từ ngân sách địa phương của UBND tỉnh giao hàng năm và nguồn thu sử dụng đất phân cấp cho cấp huyện được phân cấp theo nghị quyết của HĐND tỉnh; với tổng mỗi năm khoảng 70 tỷ đồng.

Examining the draft resolution stipulating specific mechanisms and policies to support the implementation of the Project "Building the central urban area of Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030", the members attending the meeting basically agreed with the content of the draft resolution to submit to the Standing Committee of the Provincial People's Council to include in the agenda of the 5th session, scheduled to be held on March 25, 2022.

Besides, some opinions also raised concerns when the specific mechanisms and policies for Do Luong district are not enough to meet the goal of becoming a type IV urban area, creating a premise for Do Luong district to become a town before 2030.

There are opinions suggesting that the agency drafting the document add a phase for implementing the resolution, ensuring the strictness of the resolution, and at the same time resolving the situation that by 2030, in the total area within the scope of the resolution that has not been fully implemented, it will not be implemented further.
