(Baonghean.vn) - On the afternoon of April 8th, a monitoring delegation led by Mr. Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department; and Head of the Provincial People's Council's Legal Affairs Committee - held a working session with the Department of Labor, War Invalids and Social Affairs regarding inspection work and post-inspection handling. Representatives from the Provincial Inspectorate and the Department of Justice also attended.

(Baonghean.vn) - On the afternoon of April 8th, a monitoring delegation led by Mr. Nguyen Huu Lam - Member of the Standing Committee, Head of the Provincial Party Committee's Organization Department; and Head of the Provincial People's Council's Legal Affairs Committee - held a working session with the Department of Labor, War Invalids and Social Affairs regarding inspection work and post-inspection handling. Representatives from the Provincial Inspectorate and the Department of Justice also attended.

Over the two years (2011-2012), the Department of Labor, War Invalids and Social Affairs conducted 28 planned inspections at 134 units and enterprises; 16 unscheduled inspections; and 6 post-inspection checks (including 3 administrative inspections at 12 units and 3 specialized inspections at 25 units). Through the inspections of all 134 units and enterprises, various economic irregularities, management shortcomings, and violations of occupational safety and hygiene regulations were discovered, resulting in the recovery of 144 million VND in economic losses and the imposition of administrative fines exceeding 140 million VND. This led to improvements in state management of the inspected agencies and units, addressing shortcomings and deficiencies. Simultaneously, recommendations were made to competent authorities to amend and supplement legal policies and mechanisms to better suit practical realities. During the performance of their duties, inspection officers strictly adhere to the procedures and operational processes of inspection as stipulated in the Inspection Law.

Responding to questions from the Supervisory Delegation regarding the responsibility of the Department of Labor, War Invalids and Social Affairs in several violations related to policies for war invalids and martyrs at the local level, such as in Thanh Chi commune (Thanh Chuong district), the Chief Inspector of the Department stated: In terms of state management, all guiding documents issued are fully and publicly implemented, and the Department annually includes inspection programs at the district and commune levels. However, the current difficulty is the shortage of personnel, while inspection and complaint handling work arises unexpectedly with many cases, some of which are complex, involving many subjects and issues, thus prolonging inspection work and affecting the planned schedule and post-inspection work.

Concluding the meeting, Comrade Nguyen Huu Lam acknowledged that the Department of Labor, War Invalids and Social Affairs has paid attention to inspection and post-inspection handling in the past, from assigning experienced staff to developing inspection programs and plans. He suggested that the Department should proactively focus on inspecting sensitive areas prone to violations (policies for war invalids and martyrs, labor export, occupational safety and health, etc.). After inspections reveal signs of violations, the inspection conclusions should be publicly disclosed within the necessary scope to promptly correct the violations. For systemic violations, the Department should promptly advise the Provincial People's Committee on measures to resolve them definitively; and strengthen public service inspections… Regarding the recommendations and proposals of the Department of Labor, War Invalids and Social Affairs related to mechanisms, policies, staffing, etc., the Supervisory Delegation accepted them and will report to the Provincial People's Council.
