Nghe An Provincial People's Council gives opinions on converting land use purposes to implement 505 projects

Need to strictly assess land recovery and conversion of land use purposes
Examined 2 draft resolutions approving the list of works and projects requiring land recovery as prescribed in Clause 3, Article 62 of the Land Law and the draft resolution on converting the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement works and investment projects in the province submitted by the Provincial People's Committee; members of the Economic - Budget Committee of the Provincial People's Council basically agreed with the content submitted by the Provincial People's Committee.
Besides,Many delegates also raised concerns and proposed the need for strict appraisal to improve the effectiveness of project implementation.
According to Mr. Dang Quang Hong - Deputy Head of the Economic and Budget Committee of the Provincial People's Council, at each session of the Provincial People's Council, the Provincial People's Committee submits to the Provincial People's Council the policy of reclaiming and converting land use purposes to implement works and projects. However, the results of implementing works and projects after reclaiming and converting land use purposes are still low.

Specifically, the rate of implementation of works and projects with land recovered in the whole province only reached 34.87% of the number of works and projects and the rate of implemented area was 29.82% compared to the recovered area. In particular, many localities such as Quy Chau district only implemented 7.55% of the recovered area; Hung Nguyen was 9.58% of the area; Vinh city was 10.15%.
Or the rate of implementation of works and projects subject to land use purpose conversion only reached 34.01%; in which some localities achieved low rates such as Quynh Luu district at 10.68%; Anh Son at 10.71%; Do Luong at 11.9%...
Regarding the low rate of project implementation, Vice Chairwoman of the Provincial People's Council Cao Thi Hien requested the Department of Natural Resources and Environment to review projects that have exceeded their investment deadline to propose revocation to avoid wasting land resources.

Vice Chairman of the Provincial People's Council Hoang Viet Duong said that the current Land Law has not clearly stipulated the land limit for each group of works and projects. Therefore, it is recommended that the Department of Natural Resources and Environment, in the process of appraising proposals for works and projects that need to reclaim and convert land use purposes, should pay attention to the scale and ability to implement the project and works, avoiding the situation where the scale of the project is small but the reclaimed and converted area is large, then the purpose of use is changed or used for other purposes.
Referring to another perspective, Deputy Head of the Provincial People's Council's Legal Committee, Thai Thi An Chung, suggested that the appraisal process must be strictly ensured, and no construction projects or works should be planned on land along the traffic safety corridor.
The draft resolution approving the list of works and projects requiring land acquisition as stipulated in Clause 3, Article 62 of the Land Law submitted by the Provincial People's Committee includes 293 works and projects with a total area of over 805 hectares. Of which, there are nearly 290 hectares of rice fields; more than 10 hectares of protective forest land and more than 503 hectares of other land.
The draft resolution on converting the purpose of using rice-growing land, protective forest land, and special-use forest land as prescribed in Clause 1, Article 58 of the Land Law to implement investment projects and works in the province, submitted by the Provincial People's Committee, includes a total of more than 292 hectares (including 276.62 hectares of rice-growing land and 15.50 hectares of protective forest land) to implement 212 projects and works.

Create favorable procedures in policy implementation
Examining the draft resolution regulating a number of policies to support organizations and individuals investing in, innovating technology, and applying scientific and technological advances, members participating in the examination basically agreed that it is necessary to issue a new policy to replace Resolution No. 116/2013/NQ-HDND, dated December 13, 2013 of the Provincial People's Council, which is no longer suitable in practice.
However, some opinions suggest that the Provincial People's Committee should pay attention to ensuring favorable administrative procedures for organizations and individuals to benefit from policies.

Accordingly, the new draft policy will focus on supporting the implementation of new technology investment projects, technological innovation, and application of scientific and technological advances; supporting organizations and individuals with new technology, equipment, products, and new business models to participate in the Nghe An Technology - Equipment Exchange; supporting participation in the technology - equipment market or events connecting technology supply and demand...
Also this morning, the Economic - Budget Committee of the Provincial People's Council also examined the draft resolution on the allocation of additional foreign capital (business expenses) from the Central Government with a target in 2020 in Nghe An province; reported on the implementation of the budget revenue and expenditure estimates and the practice of thrift and anti-waste in the first 6 months of the year, tasks and solutions for the last 6 months of 2020.
