At the opening session on the morning of July 10, the Head of the Economic and Budget Committee of the Provincial People's Council reported on the results of thematic supervision on the implementation of socio-economic goals and targets according to Resolution No. 18, dated December 13, 2020 of the Provincial People's Council on the 5-year socio-economic development plan 2021 - 2025 of Nghe An province.

The Head of the Economic - Budget Committee of the Provincial People's Council emphasized: After 3 years of implementing Resolution No. 18 of the Provincial People's Council, the province's economy has grown quite well; attracting investment, especially foreign direct investment (FDI) has achieved good results, a prominent highlight in the country. The infrastructure system has received investment attention, especially key projects and works.
Culture and society achieved positive results, the work of protecting and taking care of people's health was focused on; social security was ensured, the material and spiritual life of the people was improved. National defense, security, social order and safety were maintained, creating a favorable environment for socio-economic development.

Based on the report of the Provincial People's Committee on the results of implementing the targets in the period of 2021 - 2023 and the expected development prospects in the 2 years of 2024 - 2025; the implementation of targets according to Resolution No. 18, it is forecasted that by the end of 2025, 35/39 targets in 4 groups of economy, culture - society, environment and security - defense will be achieved and exceeded.
In which, there are 4/7 economic indicators; 21/21 indicators and component indicators on culture - society; 8/9 indicators on environment; 2/2 indicators on national defense - security.
There are 4 difficult targets to achieve
In addition to 35/39 forecast targets being achieved and exceeded, there are 4 forecast targets that are difficult to achieve by 2025. That is, the average growth rate of gross regional domestic product (GRDP) estimated to be implemented in the period of 2021 - 2025 is 8 - 9%/the proposed plan is 9.5 - 10.5%. The average GRDP per capita estimated to be implemented in 2025 is 75 - 80 million VND/the proposed plan is 83 million VND.
State budget revenue in the province in 2023 reached 21,508 billion VND, expected to not reach 26,000 - 30,000 billion VND in 2025.

The rate of collected waste treated to ensure standards and regulations meeting environmental protection requirements in 2023 is 72.6%, expected to be 75% by 2025/the plan is 90%.
Along with the 4 forecasted targets that are difficult to achieve, the goal of striving for Nghe An to become a fairly developed province in the Northern region by 2025 will also be difficult to achieve.

In addition to objective causes, the report of the Provincial People's Council's Supervisory Board also pointed out some subjective causes. Specifically, the process of consulting on the development of socio-economic indicators did not forecast all factors affecting the socio-economic development of the province, so some high indicators were set, not close to the specific conditions of the locality.
The work of leadership, direction, inspection, supervision and urging the implementation of Resolution No. 18 is not regular; the coordination in organizing the implementation of assigned tasks and handling work of sectors and localities is sometimes not tight and delayed, especially in handling procedures related to investment and site clearance...
Administrative reform and digital transformation still have many limitations. The dynamism, creativity and professionalism in performing tasks of a number of cadres and civil servants are not high.
Propose 7 groups of content
Based on the monitoring results, the Provincial People's Council recommends that the Provincial People's Committee direct relevant departments, branches, localities and units to implement 7 groups of issues:
Continue to direct the implementation of tasks and solutions set forth in Resolution No. 18 of the Provincial People's Council and action programs and key tasks to implement the Resolutions of Party Congresses at all levels; strive to achieve the highest targets, especially those expected to be difficult to achieve.
Resolutely, synchronously and effectively deploy key tasks: Action Program of the Government and the Provincial Party Committee on implementing Resolution No. 39-NQ/TW dated July 18, 2023 of the Politburo; Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An province to ensure the implementation of the goals and tasks set out in Resolution No. 39-NQ/TW; Provincial planning for the period 2021 - 2030, with a vision to 2050; submit to competent authorities for approval the Project on expanding administrative boundaries and urban space of Vinh city; Project on rearranging commune-level administrative units for the period 2023 - 2025; Project on expanding the Southeast Economic Zone and renaming it Nghe An Economic Zone; completing procedures to implement projects such as Cua Lo deep-water port, Vinh International Airport, etc.
Review and update new regulations of the Central Government to guide and implement synchronously and promptly in the whole province. Review documents of the Central Government and the province that are still stuck in the implementation process to propose amendments, supplements and replacements suitable to local realities.
Prepare to summarize and evaluate the results of the implementation of the 5-year socio-economic development plan for the period 2021 - 2025. Based on the achievements, forecast the difficulties and challenges in the period 2026 - 2030 to set out socio-economic goals and targets that are close to reality and the development orientation of the province. Guide the development of socio-economic goals and targets across the province according to regulations to prepare for the Party Congresses at all levels for the term 2025 - 2030 and develop a socio-economic development plan for the period 2026 - 2030.
The Provincial People's Committee directs a comprehensive review of the implementation and effectiveness of resolutions on mechanisms and policies for socio-economic development issued by the Provincial People's Council to propose the abolition of policies that are no longer suitable. Directs departments, branches and sectors to advise on the development of a system of new mechanisms and policies in the direction of concentrating resources, focusing on key points, avoiding fragmentation and spreading; having high feasibility, being able to stimulate investment, creating motivation to contribute to the harmonious development between economic growth and ensuring social security and environmental protection.

Direct departments and branches to focus on coordination, exchange, and guidance at the grassroots level; strengthen inspection and examination work to promptly correct violations; promote administrative reform; pay attention to training and fostering to improve the quality of cadres, civil servants, and public employees; strictly maintain discipline in agencies and units.
The Provincial People's Committee considered and resolved 61 proposals and recommendations from 8 departments, branches and 9 districts, cities and towns that had been recommended through the Supervision Delegation of the Provincial People's Council.
