The Provincial People's Council will convene an extraordinary session with many important contents on September 25.
(Baonghean.vn) - The Standing Committee of the Provincial People's Council requested the Provincial People's Committee to direct relevant departments and branches to study and supplement the legal basis and complete the content of draft documents expected to be submitted to the extraordinary meeting held on September 25.
On the afternoon of September 13, the Standing Committee of the Provincial People's Council held a meeting to listen to and give opinions on the Plan to prepare for the 10th session (extraordinary session) of the 17th Provincial People's Council, term 2016 - 2021.

Will submit to the Provincial People's Council for approval of the project to merge administrative units
At the meeting, the leaders of the Department of Home Affairs presented the draft content of the proposal on the proposal to unify the policy, draft project and resolution on the arrangement and merger of commune-level administrative units in Nghe An province in the period of 2019 - 2021; the proposal on the merger, renaming and establishment of new blocks, villages and hamlets of Anh Son, Nghi Loc districts, Vinh city and Hoang Mai town. These are the agreed contents that will be discussed at the upcoming extraordinary meeting.
Accordingly, the implementation of the arrangement and increase of the size of commune-level administrative units in the province is determined to be necessary, contributing to streamlining the apparatus, reducing staff, improving the efficiency of budget use; and the effectiveness and efficiency of the State apparatus.
Nghe An province has 431 communes, 32 wards and 17 towns. According to the regulations, of these 480 commune-level administrative units, 50 units meet 100% of both standards on natural area and population; 336 units have 1 criterion meeting 100%, 295 units have both criteria meeting over 50%; 17 units have both criteria not meeting 50%.
It is expected that Nghe An will arrange and merge 36 commune-level administrative units to establish 16 new units, reducing 20 units. The areas to be arranged and merged include: Que Phong, Tuong Duong, Thanh Chuong, Dien Chau, Nghi Loc, Nam Dan, Nghia Dan, Hung Nguyen districts and Thai Hoa town. After the merger, Nghe An will have 460 commune-level administrative units, including 411 communes, 32 wards and 17 towns.
In addition to proposing a plan to organize the apparatus and arrange cadres and civil servants and resolve the regime and policies for redundant cadres and civil servants, the project also proposes a solution for working headquarters, in the spirit of maximizing the exploitation of existing offices and headquarters, ensuring the use of all facilities serving the work of the locality, creating convenience for administrative transactions of the people.
Unify the mechanism for exploiting land funds to invest in projects
Another important content expected to be presented by the Provincial People's Committee at the upcoming 10th session is the draft Resolution of the Provincial People's Council on the mechanism for exploiting auctioned land to create investment capital for a number of key projects in the province.
Accordingly, 11 land plots were selected for auction to collect land use fees and land rent to create capital for the construction of key and essential projects such as the Vinh - Cua Lo road (phase 1); construction of Cua Hoi bridge across Lam river; construction of Ly Thuong Kiet road (section passing through Hung Binh ward, Vinh city), bridge over Hoang Mai river and road connecting road number 2 to Con temple and Quynh Phuong - Quynh Lien beach tourist area,...
