The Provincial People's Council passed 22 resolutions and concluded its 8th session.

Attending the session were: Mr. Nguyen Dac Vinh - Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation; Mr. Thai Thanh Quy - Alternate Member of the Central Committee of the Party, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Mr. Nguyen Van Thong - Deputy Secretary of the Provincial Party Committee; National Assembly delegates from the province; members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, and the Provincial Fatherland Front Committee; and representatives of leaders from provincial departments, agencies, and districts, cities, and towns.

Entering the discussion session, the provincial People's Council delegates spent considerable time discussing the Resolution on the socio-economic development plan for 2019. Delegate Luc Thi Lien (Quy Chau district) expressed concern that the target of reducing the poverty rate for the entire province to 4% in 2019 was too low.

Explaining this issue, Director of the Department of Labor, War Invalids and Social Affairs, Doan Hong Vu, stated that the poverty reduction targets for 2019 were set based on the poverty reduction rate in recent years and the province's socio-economic development plan for 2019.

Director of the Department of Planning and Investment Nguyen Van Do also discussed several socio-economic targets for 2019. Delegate Vo Thi Minh Sinh discussed the task of reorganizing the administrative apparatus and streamlining personnel in state administrative agencies and public service units in the province.

In addition to discussions, the Provincial People's Council adopted a resolution on the socio-economic development plan for 2019. The plenary session also discussed and approved 21 resolutions on socio-economic development, national defense, and security.

Thus, after two and a half days of work, with a spirit of urgency, democracy, and responsibility, the Provincial People's Council has completed the agenda of its 8th session.

In his closing remarks, Chairman of the Provincial People's Council Nguyen Xuan Son emphasized that at this session, the Provincial People's Council had passed 22 important resolutions aimed at promoting socio-economic development, ensuring national defense and security, improving the quality of organizations within the political system, and meeting the requirements of new tasks in 2019 and the following years.

In that spirit, Chairman of the Provincial People's Council Nguyen Xuan Son requested the Provincial People's Committee and all levels and sectors to focus on promptly implementing the resolutions issued by the Provincial People's Council. This includes closely adhering to the development orientations of various sectors and fields, striving to effectively implement key tasks and solutions; and resolutely achieving and surpassing all key socio-economic development targets for 2019.

Furthermore, all levels and sectors need to focus on building and strengthening a truly people-centered government, by the people, and for the people. Accordingly, it is necessary to continue to effectively implement judicial reform; build clean, strong, and progressively modern courts, procuratorates, civil enforcement agencies, and investigative bodies, ensuring that the law is respected and strictly enforced, better protecting human rights and civil rights; ensuring a peaceful life for the people, and creating a favorable environment to promote socio-economic development.

On the part of the Standing Committee, the Provincial People's Council Committees will continue to review and effectively implement the Project to improve the quality and efficiency of the Provincial People's Council's activities for the 2016-2021 term, and research and innovate supervision, survey, questioning, and explanation activities to ensure quality and practicality. Simultaneously, they will continue to closely coordinate with central agencies, the Provincial People's Committee, the Provincial Fatherland Front Committee, and district-level People's Councils to effectively perform the functions and tasks of the Provincial People's Council, making positive contributions to the overall political tasks of the province.

The 22 resolutions adopted include:

1. Resolution on the socio-economic development plan for 2019.

2. Resolution on adjusting medium-term public investment and the 2019 public investment plan.

3. Resolution approving the total number of employees and contract workers in public service units and associations in Nghe An province in 2019.

4. Resolution on allocating civil servant positions in state administrative agencies and organizations in Nghe An province in 2019.

5. Resolution approving the list of works and projects requiring land acquisition in accordance with Clause 3, Article 62 of the Land Law in Nghe An province.

6. Resolution on the conversion of land use from rice cultivation land, protective forest land, and special-use forest land as stipulated in Clause 1, Article 58 of the Land Law for the implementation of investment projects in Nghe An province.

7. Resolution on the policy of rewarding collectives and individuals who achieve high results in international, regional, national, and provincial-level examinations (competitions) in Nghe An province.

8. Resolution on adjusting the settlement of state budget revenue and local budget expenditure for 2016 in Nghe An province.

9. Resolution amending and supplementing a number of articles of the Regulations on decentralization of revenue sources, expenditure tasks and percentage (%) distribution of revenue between budget levels of Nghe An province in 2017, stable until 2020, issued together with Resolution No. 31/2016/NQ-HĐND dated December 16, 2016 of the Provincial People's Council.

10. Resolution approving the settlement of state budget revenue in the locality and the settlement of local budget expenditure for 2017.

11. Resolution approving the estimated state budget revenue in the locality, local budget expenditure, and the plan for allocating the local budget for 2019.

12. Resolution stipulating policies to support the linkage of agricultural production and consumption in Nghe An province.

13. Resolution on policies to encourage businesses to invest in agriculture and rural areas in accordance with Decree No. 57/2018/ND-CP in Nghe An province.

14. Resolution stipulating the prices of public irrigation products and services in Nghe An province for the period 2019 - 2020.

15. Resolution on resolving issues arising between the 6th and 8th sessions of the Provincial People's Council.

16. Resolution on some support policies of Nghe An province for drug addiction treatment and temporary stay of people without stable residence at drug addiction treatment facilities while awaiting the preparation of dossiers for consideration and decision on the application of administrative measures to send them to reform schools and compulsory education facilities.

17. Resolution stipulating the level of special allowances for civil servants, public employees, and workers employed at public drug addiction management and post-rehabilitation facilities in Nghe An province.

18. Resolution on providing financial support for the enforcement of civil and administrative judgments in Nghe An province.

19. Resolution on strengthening state management of environmental protection, occupational safety and health, and policies and regulations for workers in organizations, units, and enterprises in Nghe An province.

20. Resolution on addressing voters' petitions before, during, and after the 6th session of the 17th Provincial People's Council, term 2016-2021.

21. Resolution on the plan for organizing the regular session of the Nghe An Provincial People's Council in 2019.

22. Resolution establishing a specialized monitoring team of the Nghe An Provincial People's Council "on budget revenue collection in the province from 2016 to 2018".
