(Baonghean.vn) - On the morning of December 12, the People's Council of Nghe An province voted to pass a resolution on the number, titles, allowance levels, and policies for part-time workers and other subjects in communes, wards, towns, hamlets, blocks, and villages in the province.

Regarding the allowance level of each non-professional position in hamlets, blocks and villages, 14 delegates of the Provincial People's Council participated in discussing and giving comments on the draft prepared by the Provincial People's Committee to submit to the meeting.

Delegate Dinh Thi An Phong (Nghi Loc) stated that the practical activities of the position of Head of the Hamlet Front Committee are quite difficult, so if the allowance for this position is only set at 1.4 times the basic salary for blocks, hamlets, and villages with 350 households or more; hamlets and villages in key communes, complicated in terms of security and order according to the decision of competent authorities; hamlets and villages in border or island communes and 0.85 times the basic salary for the remaining blocks, hamlets and villages is low.

In addition, delegate Dinh Thi An Phong also expressed concern that five positions in the block, hamlet, and village, including the secretary of the Youth Union and the head of the women's, farmers', veterans', and elderly people's associations, do not have support policies as previously issued in the resolutions of the Provincial People's Council.

Also concerned about the allowance level for non-professional positions in blocks, hamlets, and villages, delegate Vo Thi Minh Sinh (Quy Hop) raised concerns when the proposed allowance level in the group of blocks, hamlets, and villages with 350 households or more for the position of Head of the Front Work Committee is different from the position of Party Cell Secretary and Head of Hamlet, Village by more than 0.82%, and in the remaining blocks, hamlets, and villages, the difference is only 0.77%.

After the comments of the concerned delegates of the Provincial People's Council, Director of the Department of Home Affairs Le Dinh Ly and Deputy Head of the Legal Committee of the Provincial People's Council Thai Thi An Chung explained and clarified the basis for building on the basis of Decree 34 and documents regulating the functions, tasks and powers of the 3 positions: Party cell secretary; head of block, hamlet, village and head of the Front work committee; at the same time, through a survey of the practical work of these 3 positions to build the allowance structure.

Commenting on this draft resolution, Chairman of the Provincial People's Committee Thai Thanh Quy affirmed that this draft has been carefully prepared through many rounds and strictly follows the spirit of Decree 34 of the Government.

And compared to the current allowance levels for these 3 positions in the draft, they are all higher; especially the position of Head of the Front Work Committee, from enjoying a support regime of 0.3 basic salary, is now included in the group of subjects receiving regular allowances at levels of 0.8 to 1.4 (according to the type of block, hamlet, village).

As for the support regime for the following functions: branch secretary, branch president of women's association, farmers, veterans, and the elderly, according to Decree 34 of the Government, there is no basis for implementation.

However, the draft resolution stipulates that the compensation level for those directly participating in the work of hamlets, blocks, and villages is 25 million VND/year for hamlets, blocks, and villages with 350 households or more and 23 million VND/year for the remaining hamlets, blocks, and villages, ensuring that the support level for this group of subjects is higher than the current regulations.

Then, 9 more delegates commented and debated, and at the end of the discussion on this draft resolution, the meeting chair agreed to adjust the allowance structure of each position of non-professional workers in hamlets, blocks, and villages as follows:

- Hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border or island communes have allowances for 3 positions (compared to the basic salary): Party cell secretary is 1.75; hamlet and village chief is 1.75; head of the front work committee is 1.5.

- Hamlet, block, village with 350 households or more: Party cell secretary is 1.7; block, village head is 1.7; head of front work committee is 1.4 compared to the basic salary.

- For the remaining hamlets, blocks and villages: Party cell secretary is 1.1; block, hamlet and village head is 1.1 and head of the front work committee is 0.8 compared to the basic salary.

DETAILS OF QUANTITY, TITLE AND ALLOWANCE LEVEL ACCORDING TO RESOLUTION

I. Number and titles of non-professional workers in communes, wards and towns

1. Number of non-professional workers in communes, wards and towns:

- Commune, ward, town type 1 maximum 12 people;

- Commune, ward, town type 2 maximum 11 people;

- Communes, wards and towns of type 3 have a maximum of 10 people.

2. Titles for non-professional workers in communes, wards and towns.

Non-professional workers in communes, wards and towns include the following positions: Deputy Military Commander; Deputy Head of the Party Inspection Committee; Deputy Chairman of the Fatherland Front; Deputy Chairman of the Veterans Association; Deputy Chairman of the Women's Union; Deputy Chairman of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; Chairman of the Association of the Elderly; Chairman of the Red Cross Society; Head of the People's Protection Committee, Deputy Head of the People's Protection Committee (for wards).

II. Allowance levels for positions at commune and hamlet levels:

1. Allowance level for each position of non-professional worker in commune, ward, town (allowance coefficient compared to basic salary):

- Titles: Deputy Head of the Party Inspection Committee; Deputy Military Commander; Vice Chairman of the Fatherland Front; Chairman of the Elderly Association, Deputy Commune Police (in communes where regular police have not been arranged) are entitled to the following levels: 1.4 (type 1 commune); 1.3 (type 2 commune); 1.2 (type 3 commune)

- Titles: Head of the People's Protection Committee (for wards); Vice President of the Veterans Association; Vice President of the Women's Association; Vice President of the Farmers' Association; Deputy Secretary of the Ho Chi Minh Communist Youth Union; President of the Red Cross Society, permanent police officers (in communes where regular police have not been arranged) are entitled to: 1.25 (type 1 commune); 1.2 (type 2 commune); 1.1 (type 3 commune)

- Title of Deputy Head of the Civil Protection Department (for wards, enjoy 1.0 (commune type 1); 0.9 (commune type 2); 0.8 (commune type 3)

2. Allowance level for each position of non-professional worker in hamlet, block, and village:

- Hamlets and villages in key communes with complicated security and order issues according to the decision of competent authorities; hamlets and villages in border or island communes have an allowance for 3 positions: Party cell secretary is 1.75; hamlet and village chief is 1.75; head of the front work committee is 1.5 compared to the basic salary.

- Hamlet, block, village with 350 households or more: Party cell secretary is 1.7; block, village head is 1.7; head of front work committee is 1.4 compared to the basic salary

- For the remaining hamlets, blocks and villages: Party cell secretary is 1.1; block, hamlet and village head is 1.1 and head of the front work committee is 0.8 compared to the basic salary.

3. Allowance level for Village Team Leader; Police Officer

- The position of police officer in a hamlet or village with 350 households or more; hamlets or villages in key communes with complicated security and order issues according to the decision of a competent authority; hamlets or villages in border or island communes are entitled to 0.9 and the remaining hamlets or villages are entitled to 0.8 of the basic salary.

- The title of Village Team Leader belongs to a hamlet or village with 350 households or more; hamlets or villages in key communes with complicated security and order according to the decision of a competent authority; hamlets or villages in border or island communes receive 0.65 and the remaining hamlets or villages receive 0.6 of the basic salary.

4. Allowance level for Head of the Civil Protection Team; Member of the Civil Protection Team:

- Head of the civil defense team: 0.6 base salary;

- Civil defense team member: 0.35 base salary.

5. Allowance level for hamlet and village health care:

- Village and hamlet health care in disadvantaged communes (according to state regulations): 0.55% of the basic salary;

- Village and hamlet health care in the remaining communes: 0.35 times the basic salary.

6. Concurrent allowance level for part-time workers in communes, wards, towns and in hamlets, blocks and villages

Commune-level cadres and civil servants who concurrently hold non-professional positions in communes, wards and towns; non-professional workers in communes, wards and towns and in hamlets, blocks and villages who concurrently hold other non-professional positions are entitled to a concurrent allowance equal to 75% of the allowance for the concurrent non-professional position.

Allowance for holding concurrent positions is not used to calculate social insurance and health insurance contributions and benefits, and each person is allowed to hold a maximum of 02 positions (including concurrent positions).

7. Compensation level for people directly participating in the work of hamlets, blocks, and villages

In addition to funding from union dues, membership fees of organizations and other funds (if any), the state budget provides additional support to pay compensation for those who directly participate in the work of hamlets, blocks and villages as follows:

- Hamlets and villages with 350 households or more; hamlets and villages in key communes with complicated security and order issues according to decisions of competent authorities; hamlets and villages in border or island communes: VND 25,000,000/year;

- Remaining hamlets, blocks and villages: 23,000,000 VND/year.

(The Provincial People's Committee shall specify the compensation level for those directly participating in the work of hamlets, blocks, and villages).

8. Support for non-professional workers who are no longer assigned to work due to a reduction in their position when implementing this Resolution.

- The titles of non-professional workers stipulated in Resolution No. 117/2013/NQ-HDND dated December 13, 2013 of the Provincial People's Council on the number, titles and allowance levels for non-professional workers in communes, wards, towns and hamlets, blocks and villages in Nghe An province who quit their jobs due to reduction in titles stipulated in this Resolution, in addition to the regimes and policies enjoyed according to current law provisions, are supported for each working year equal to 01 month of current allowance (maximum support is not more than 15 months and the working time to calculate support is continuous, uninterrupted time).

- Those who do not continue to be assigned to work and have enjoyed the policies in Resolution No. 15/2019/NQ-HDND dated November 11, 2019 of the Provincial People's Council on support policies for cadres, civil servants, non-professional workers and other redundant subjects due to the arrangement of commune-level administrative units, merger of hamlets, blocks and villages in Nghe An province in the period of 2019-2021 will not enjoy the policies in this Resolution.
