Vinh City People's Council discusses: 'Hot' issue of land management
(Baonghean.vn) - Solutions for state management of land, speeding up the process of granting land use right certificates; strengthening solutions for urban order management were the contents that delegates of Vinh City People's Council enthusiastically discussed on the afternoon of December 20.
Regarding the issue of granting and exchanging land use right certificates, delegate Nguyen Van Thanh - Secretary of Nghi An Commune Party Committee said: The progress of granting land use right certificates is too slow, especially in communes of Nghi Loc district after merging into Vinh City.
"The city leaders are requested to direct specialized departments and offices to speed up the processing of applications for granting and changing certificates of land use rights for wards and communes," said delegate Nguyen Van Thanh.

Regarding this content, delegate Vo Dinh Hoang - Secretary of Nghi Lien Commune Party Committee said that Vinh City People's Committee assigned the commune to complete 100 sets of documents for granting land use right certificates each month and Nghi Lien fulfilled the target.
“Currently, Nghi Lien has sent 1,015 applications to the city, but the city has only issued and renewed 265 applications. Voters have complained that the issuance and renewal of land use right certificates is too slow. When will the remaining applications be issued and renewed?” - delegate Hoang asked.
Delegate Nguyen Van Hanh - doctor of Traditional Medicine Hospital said: "I see that in every session, voters make recommendations about the slow progress of granting land use right certificates. I suggest that it is necessary to clarify the cause, the responsibility of the individuals and groups involved and answer voters when it will be completed."

At the group discussion session, the delegates noted that the Vinh City People's Council meeting approved a proposal for a number of basic construction investment mechanisms in the city, creating favorable conditions for wards and communes. However, delegate Nguyen Tat Thien - Chairman of the People's Committee of Truong Thi Ward said: Currently, in the area of 25 wards and communes in the area, it is very necessary to supplement support mechanisms to build garbage collection points, because currently many spontaneous garbage dumping points in residential areas cause frustration among the people.
Regarding urban order work, delegate Nguyen Tat Thien also reflected on the inadequacies in the regime for urban regulation teams in wards and communes, which is still too low. Mr. Thien suggested that the city should clearly define the standards of urban regulation teams so that wards and communes can select and arrange qualified urban regulation teams.
"There needs to be a specific mechanism to improve the regime for urban regulation team officers. The current average of about 1.6 million/person is too low," delegate Thien suggested.

Regarding the issue of public debt, delegates cited: In 2016, the city gave Nghi An and Nghi Duc communes 7.5 billion each to build and complete the new rural area, but the guidance and disbursement were not timely, and up to now, the communes have not fully benefited from the city's support.
In addition, the delegates also made a number of suggestions such as: the city needs to have a support mechanism for businesses producing clean vegetables; if the centralized slaughterhouse in Nghi Phu is to be relocated, it is recommended to direct the speed up of implementation; and direct the definitive handling of the situation of fresh food of unknown origin being sold everywhere.

Regarding the socio-cultural field, delegates requested the city to direct the resolution of the situation of vagrants, beggars and advertising in the city. Some delegates reflected on the situation of some schools with degraded facilities, especially classrooms, and requested the city to pay attention to supporting investment to better serve teaching and learning in wards and communes. In addition, some opinions also requested the city to pay attention to investing in institutions for the cultural and sports center to operate effectively.
The City People's Council delegates also suggested that leadership should stay close to the grassroots, remove difficulties for the grassroots; improve public service ethics, reform administration, and put Resolution 4 of the 12th Central Committee into practice. Wards and communes are still confused in coordination and consultation work, and need to innovate their thinking and working methods; have a specific decentralization mechanism, and coordinate clearly in inspection and examination work in urban order management...
