Out of rice support, people resettled at Hua Na hydropower plant still have no land for production

(Baonghean.vn) - After 48 months of providing rice support to resettled people, many resettlement areas of Hua Na hydropower plant, Que Phong district (Nghe An) have not yet received land for production, and their lives are facing difficulties.

Mr. Luong Thai Quy - Chairman of Dong Van Commune People's Committee is worried: In the commune, there are 4 resettlement sites for Hua Na Hydropower Plant, of which 2 villages, Pieng Van and Pu Khong, have not received enough rice fields; agricultural land for growing annual crops has not been distributed to the people of the 4 villages. While the time for providing rice to support resettlement from the state has expired, he is worried that in the future, the people will not have rice to eat.

Mr. Lo Hong Ngan - Party cell secretary of Pieng Van village, Dong Van commune, Que Phong district, was concerned: The village has 38 households, according to state regulations, they are entitled to receive 3 hectares of land for wet rice production, but so far they have only received 1.5 hectares. People have not yet received agricultural land for annual crop production.

The 48-month period of rice support provided by the state after resettlement has expired. If the state is slow in providing land for production, people will face many difficulties in terms of jobs and food.

Mr. Ngan added that in recent years, the government has provided each household with 40 chickens, 40 ducks, 1 cow and 2 pigs. However, because the chicks were too young, most of the chicks died shortly after being raised.

The people's wish is that the government will soon reclaim the rice fields to give to the villagers and proceed to grant agricultural land for people to produce and grow annual crops: corn, upland rice, and vegetables.

According to the report of Que Phong District People's Committee, up to now, the Compensation and Resettlement Support Council of Hua Na Hydropower Plant has allocated more than 974/1,201.36 hectares of agricultural land for growing annual crops; 30/70 hectares of rice fields to 467 households; and more than 2,098/2,634 hectares of forestry land.

However, because many areas of agricultural land for growing annual crops were divided on the area allocated to the people according to Decree 163, dozens of resettlement households have not received land for use. Hundreds of areas of forestry land have not been agreed upon by all levels and sectors on land use conversion plans, so people have not been able to produce.

Many resettlement areas have difficulty surveying the area for reclaiming rice fields, or have already reclaimed land but the risk of landslides is high, and people do not want to receive it. In addition, some areas of rice fields have been reclaimed but people do not accept it because it is far from their homes and the traffic is not guaranteed.

After 48 months of providing rice to support the resettlement of the Hua Na Hydropower Plant, the Hua Na Hydropower Plant Compensation and Resettlement Support Council has completed providing 3,835 tons of rice to 13 resettlement sites in the communes of Thong Thu, Dong Van and Tien Phong.

In addition, more than 16 thousand fruit tree varieties, more than 242 kg of vegetable varieties, more than 16 tons of corn seeds and nearly 85 tons of elephant grass were provided for large livestock farming. At the same time, 34,800 chickens, 34,800 ducks, 1,700 pigs and 870 cows were provided for a total of 870 resettlement households in 13 resettlement sites.
