Hanoi Taxi Association recommends putting stickers on Uber and Grab cars
In order to create fair competition, the Hanoi Taxi Association has proposed that the management agency put stickers on Uber and Grab cars. In addition, electronic contract drivers are also required to undergo professional training to obtain a practice certificate, wear uniforms, and wear employee badges.
The Hanoi Taxi Association (Association) believes that there should be regulations for pilot electronic contract vehicles, before there are official management regulations. Accordingly, the Department of Transport (DOT) of provinces and cities must print and issue identification logos. The Association also mentioned the size and position of the logo to ensure clarity and easy recognition.
“The Department of Transport of the provinces and cities that provide the badges shall be responsible for printing and issuing the identification logos. The logos must be affixed to the two front doors and the rear window. The minimum size of the two front doors is 600 square centimeters, and the rear window is 200 square centimeters” - the petition of the Hanoi Taxi Association clearly stated.

Regarding badges, the Association recommends issuing badges in a separate form to distinguish between pilot electronic contract vehicles and regular contract vehicles. Before that, units participating in the pilot must apply the passenger service quality standard system and register service quality with the Department of Transport where the badges are issued.
The association also proposed to apply additional requirements for drivers. Specifically, drivers need to be trained according to the program of the General Department of Roads, must have a practice certificate, wear uniforms, and wear employee badges.
For connection service providers, the Association recommends that the competent authorities apply the same requirements as for taxis. Technology companies providing application software for transportation activities must place their servers in Vietnam, use Vietnamese internet domain names and connect to the monitoring system of the Ministry of Transport and the Departments of Transport. Information must be periodically transmitted to the General Department of Roads and the Departments of Transport, similar to the data standards currently required for units providing journey monitoring equipment.

“Grab and Uber must share all data (number of vehicles, list of vehicles, which cooperative manages the vehicles, journey monitoring data, number of continuous driving hours exceeding 4 hours, number of times exceeding the speed limit, number of trips made, 20% taxable revenue that Grab and Uber are enjoying and 80% of revenue belonging to partners...) with the Ministry of Transport, Departments of Transport, General Department of Taxation, Tax Departments, Urban Transport Management and Operation Centers,...” Hanoi Taxi Association listed in the petition.
In particular, the Association recommends that the Ministry of Transport issue an urgent document allowing localities to have full authority to propose solutions to reduce the load of vehicles participating in the pilot. These solutions include requiring enterprises and transport cooperatives that collect vehicles for the pilot to revoke the badges of pilot vehicles that exceed the planning in accordance with traffic conditions and infrastructure capacity.
