(Baonghean.vn) - In recent years, cooperation between Nghe An and Japan in the field of agriculture has achieved many important results, including many large projects.

Aiming for high technology, production for consumers

As a country with advanced science and technology and focusing on safety, cleanliness, and human development, Japan has provided Vietnam in general and Nghe An in particular with many investment support projects, including many investment cooperation projects in the agricultural sector in Nghe An.

In Anh Son district, Mr. Pham Van Quy in hamlet 5, Hung Son commune said that a few years ago, he was invited by JICA to Japan to visit and study the high-quality matcha tea production model. He was trained in techniques on how to prepare the soil, plant, care for, harvest and process tea. Tea is cared for using Japanese technology, no pesticides are used, the main fertilizer is organic fertilizer, microorganisms composted from agricultural products. The Japanese use black nets to cover the tea when it grows to give it a dark green color.

After being trained, Mr. Quy returned to production and set up a tea processing factory until now. Some other farmers in Hung Son commune have also organized clean tea production, invested in labels, creating quite famous OCOP Hung Son products.

In Con Cuong district, Japanese experts have "worked together" with the people of Nua village, instructing them on how to do community tourism, exploiting the potential and advantages of Pu Mat mountains and forests into tourism products: processing orange wine, orange jam, orange garden tourism, building community tourism models... From the "hand-holding" method, the people of Con Cuong district have gradually expanded community tourism models.

In Nam Dan district, there are many traditional and typical products, such as Nam Dan soy sauce, tapioca starch, Nam Dan persimmon, turmeric starch, lemon, Nam Nghia tamarind meat, Cau Don goat, Nam Thai hill chicken... Realizing the need to support a few products so that people can have a more sustainable direction, the Japanese JICA Project has supported households producing vermicelli in Quy Chinh hamlet, Nam Dan town, with a production group of 32 households, to build the Quy Chinh vermicelli brand. From there, it helps people know how to produce cleanly, respect traditional crafts and produce quality products with labels.

Chairman of Nam Dan Town People's Committee, Mr. Nguyen Hong Hai said: After receiving technology support from JICA, Quy Chinh vermicelli production is being guided by the town to establish cooperatives, focus on promoting products, and connect with tourism to promote more effectively.

In recent years, the Japan International Cooperation Agency (JICA) Office in Vietnam has coordinated with the Department of Agriculture and Rural Development (DARD) of Nghe An province to regularly conduct cooperation activities and support the construction of closed-chain agricultural production models. The partner side guides Nghe An farmers in clean production and chain building with products such as Nam Dan rice vermicelli, Quy Hop oranges, Con Cuong oranges, community tourism in Nua village, Con Cuong district, etc.

Recently, the proposal from Japanese enterprises of JICA, Farmers Cooperative Japan Company has been approved by JICA to implement the Project "Survey to verify sustainable business development with the private sector to develop the value chain for Sanuki garlic in Nghe An" in Ky Son district.

Currently, in Nghe An province, there are 4 agricultural programs and projects in cooperation with Japanese partners, with a large total investment capital.

A typical example is the Project: Improvement of the Northern Irrigation System (JICA 2) with the goal of upgrading and improving the Northern Nghe An Irrigation System to ensure stable and flexible irrigation for 27,656 hectares of agricultural land, creating a water supply source for industry 1.89 m3/s and for living 1.59 m3/s in the area of ​​4 districts Do Luong, Dien Chau, Yen Thanh and Quynh Luu; Dredging main drainage axes, upgrading and expanding Dien Thanh sluice to drain and reduce flooding for about 1,920 hectares of low-lying areas in 2 districts Yen Thanh and Dien Chau, Nghe An province, at the same time, dredging 3 drainage axes and expanding Dien Thanh sluice.

The project has a total capital of more than 5,700 billion VND, borrowed from Japanese ODA. The project has now been completed and is effective.

In addition, there is the Project for Restoration and Sustainable Management of Protective Forests in Nghe An Province, with a total investment of 709 million Japanese Yen, equivalent to more than 134 billion Vietnamese Dong; Technical cooperation project on planning for agricultural development in Nghe An.

The Nghe An Protection Forest Restoration and Sustainable Management Project is implemented in 3 districts: Tuong Duong, Tan Ky and Quynh Luu, with a design capacity of 3,000 hectares, including: 2,300 hectares of afforestation and 700 hectares of improvement of existing afforestation.

The main objectives of the project are to sustainably manage and protect protective forests in Nghe An, restore and conserve biodiversity, eliminate hunger and reduce poverty in mountainous areas, strengthen the capacity of local authorities and protective forest owners; Improve livelihoods for communities and protective forest managers. To date, the items have been completed and basically achieved the project's objectives.

Japan is a prestigious country in investment, the appraisal and research process may take a long time but when it comes to implementation, it is very fast. Japanese projects are a continuation of the results of previous projects. From the success of the Northern Irrigation System Renovation Project, Nghe An is proposing JICA to continue investing in the Southern Irrigation System Restoration and Upgrade Project of about 3,500 billion VND.

On January 13, 2022, Nghe An Provincial People's Committee successfully organized an online conference between Nghe An Provincial People's Committee and the government of Gifu province, Japan.

In August 2022, at the Agricultural Market Forum (AMPF) Introduction Workshop (August 2022), Nghe An province was considered one of the key localities in the Medium and Long-term Vision for Japan-Vietnam Agricultural Cooperation (Phase 1: 2015-2019; Phase 2: 2020-2024). JICA Japan has been implementing the construction of a food value chain with the participation of both the public and private sectors of Japan and Vietnam.
