Effectiveness of transferring scientific and technological knowledge to district-level centers.
Recently, the Nghe An Center for Application of Advanced Science and Technology has collaborated with science and technology organizations in the districts, such as the Department of Agriculture and Rural Development, the district's Agricultural Extension, Plant Protection, and Veterinary Stations, agricultural and forestry farms, commune People's Committees, social and professional organizations, and businesses in the district... to conduct surveys on the actual situation of the locality in order to propose annual science and technology tasks for submission to the Science and Technology Council for appraisal.
(Baonghean)Recently, the Nghe An Center for Application of Advanced Science and Technology has collaborated with science and technology organizations in the districts, such as the Department of Agriculture and Rural Development, the district's Agricultural Extension, Plant Protection, and Veterinary Stations, agricultural and forestry farms, commune People's Committees, social and professional organizations, and businesses in the district... to conduct surveys on the actual situation of the locality in order to propose annual science and technology tasks for submission to the Science and Technology Council for appraisal.
The Center is responsible for leading technology transfer in projects (if the applied technology is owned by the Center), or as a coordinating unit in technology transfer (a collaboration between the Center and experts from central institutes and universities with technology suitable for the project), or as a liaison in finding suitable technology for projects from the system of central research institutes; assisting the leading units and project managers of district-level science and technology projects in organizing investigations, surveys, developing project proposals, and preparing project budgets. It also coordinates the implementation, writes acceptance reports, and handles financial settlements for the project.

To date, the Center has participated in consulting and technology transfer for over 40 projects. Currently, the unit is advising on the development of the project proposal for "edible and medicinal mushrooms" in Yen Thanh district; assisting Do Luong district in completing the project dossier for "Applying scientific and technological advancements to build a model for growing green asparagus in Do Luong district"; assisting Que Phong district in writing the project proposal for "Applying scientific and technological advancements to build a model for intensive rice cultivation on terraced fields using NK compressed fertilizer pellets" in Que Phong district; and assisting Con Cuong district in writing the project proposal for "Applying scientific and technological advancements to build a model for growing green asparagus in Con Cuong district," all of which are part of the district's annual science and technology tasks.
Some projects have demonstrated effective coordination or implementation, such as the project "Applying advanced techniques to build a model for restructuring crop cultivation to achieve a yield of 50 million VND/hectare/year" in Nghi Loc district. Following the implementation and establishment of the 50 million VND/hectare/year yield model, the project "Building a model for raising red lac insects in Que Phong district" has created a new, suitable, and highly effective occupation for ethnic minority communities in the highlands and has been included in the economic development programs of several highland districts in the province.
The project "Applying scientific and technological advancements to build a model for maintaining and developing the local yellow cattle breed (H'Mong cattle) in Ky Son district" has created a breeding herd, a beef cattle model, a grass cultivation model, and provided training on technical procedures for farmers in Ky Son district; the project "Applying scientific and technological advancements to build a model for rehabilitating degraded lemon orchards in Nam Dan district, Nghe An province" seeks solutions for developing Nam Dan lemon orchards; and is currently submitting a proposal for the project "Applying scientific and technological advancements to propagate native tomato plants in Tuong Duong district".
In addition to its mission of advising on technology transfer through annual district-level science and technology projects, and leveraging the scientific and technological advancements mastered by its research unit, the Center has organized the transfer and training of many advancements into production in localities throughout the province through service contracts with partners (including agricultural and forestry farms, vocational training centers, and grassroots science and technology organizations) such as: technology transfer for cultivating edible and medicinal mushrooms; technology for producing organic microbial fertilizers on a household scale; technology for producing disease-free citrus fruits and raw materials; post-harvest preservation of agricultural products, and environmental pollution treatment, etc.
The center has the technology to produce compost maker and bio-fertilizer: To date, four districts have registered with a total quantity of over 30 tons.
The center has applied technology in mushroom seed production and cultivation, and organized training for districts such as Yen Thanh, Nam Dan, and Quynh Luu, etc.
Introducing tissue culture technology seedlings into production in the area, such as bananas in Do Luong, Quynh Luu, Anh Son, etc.; sugarcane in Con Cuong, Hung Nguyen, etc.; flowers in Hung Dong; and propagating plants like tomatoes in Tuong Duong, etc. The center has also contributed to reducing environmental pollution, treating wastewater from Nghi Kim Detention Center, Hung Dong landfill, Cua Hoi fish sauce production wastewater, and the pesticide warehouse in Mau 2 hamlet - Kim Lien (Nam Dan). It also supports businesses and localities in developing brands and collective trademarks.
Successfully implementing the technology of raising red lac insects in Que Phong and potentially expanding it to other areas like Que Phong or Ky Son; carrying out numerous projects on biodiversity and conservation of valuable animal gene pools such as spotted deer, spotted pig, Quy Chau Muscovy duck, Ky Son black chicken...
With the above achievements, the technology transfer consulting work for district-level authorities by the Nghe An Center for Application of Advanced Science and Technology has made significant contributions to promoting socio-economic development in localities throughout the province.
