The effectiveness of the Community Monitoring Board in Nghe An
On the morning of December 30, the Department of Science and Technology held a scientific workshop to evaluate the quality and effectiveness of the Community Monitoring Board in Nghe An province.
Attending the event were comrades: Nguyen Duc Thanh - Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province; Nguyen Thi Minh Tu - Director of the Center for Social Sciences and Humanities of Nghe An, representatives of departments, branches, and localities.

Community investment supervision is one of the supervision methods of the Vietnam Fatherland Front Committee at the grassroots level to ensure and promote the people's mastery. It is a form of voluntary supervision by the people to monitor and evaluate the compliance with regulations on investment management, contributing to improving efficiency and ensuring that investment activities are consistent with the planning and socio-economic development goals of the locality.
Over the years, the Community Investment Supervision Boards have promoted their roles, tasks and powers, effectively supervising many construction projects, enhancing the role of the people in participating in government building, preventing and combating corruption and negativity. Thereby affirming the important position and role of community investment supervision activities at the grassroots level in social life, meeting practical requirements, contributing to the implementation of State policies and laws, promoting direct supervision by the people, and strengthening social consensus.

According to the report data of the Vietnam Fatherland Front Committees of districts, towns and cities, from January 2023 to May 2024, the Community Investment Supervision Board in the province conducted 5,605 supervisions, detected 1,287 violations and requested investors to correct many substandard works during the construction process. The supervised works and projects mainly have State investment capital or works and projects built with contributions from the people.
At the workshop, representatives of departments, branches and localities gave their opinions, focusing on the difficulties in implementing community investment supervision in many localities such as: In a few communes and wards, the election of the Community Investment Supervision Board was not in accordance with the regulations on standards, the number of elected members for each Board and the composition did not have the participation of the people as prescribed. Some localities even did not hold an election meeting but self-selected members to participate in the Community Investment Supervision Board.

In addition, there are still cases where there are construction projects in the area but no Community Investment Supervision Board has been established, mainly projects invested by district level or higher. In some places, the Community Investment Supervision Board still operates in a formal manner. Some Boards do not fully understand the supervision content...
Concluding the workshop, Mr. Nguyen Duc Thanh - Vice Chairman of the Vietnam Fatherland Front Committee of Nghe An province said: Although the work of community investment supervision in the province has achieved certain results in the past time. However, there are still limitations in the implementation process at the grassroots level.

In the coming time, to improve the effectiveness of the Community Investment Supervision Board, the Nghe An Provincial Fatherland Front Committee recommends that units and localities strengthen the leadership role of Party committees at all levels; the responsibility of the government; focus on concretizing the Party's guidelines, policies and laws of the State into regulations and rules on the implementation of the Community Investment Supervision Board's activities to ensure substance and effectiveness; Promote propaganda, dissemination and implementation of the Party's guidelines and policies, policies and laws of the State on the role and activities of the Community Investment Supervision Board; Enhance the coordination responsibility of project owners...
