(Baonghean.vn) - In order to ensure water security, protect agricultural production activities, serve people's lives, and ensure safety during the rainy and flood season, Nghe An has attracted many capital sources from JICA projects, World Bank (WB) loans... Currently, the drainage system, reservoirs, and dykes are being urgently completed; some initial projects have brought about results.

Focus on upgrading reservoirs

Nghe An is a province where floods often occur every year.flood, flooding, a large number of irrigation works are damaged and degraded. Like many reservoirs and dykes, low-quality drainage canals, the works have not achieved the flood prevention target, so there are many potential risks of incidents such as dam breaks, dyke breaks...

Meanwhile, the need to repair and upgrade the irrigation infrastructure system to meet flood prevention requirements requires a large amount of funding. In recent years, Nghe An has been gradually completing its irrigation system to prevent floods by combining various sources of funding.

Regarding the reservoir system, Nghe An has over 1,000 reservoirs but many of them are seriously degraded, many dams are unsafe, earth dams do not have enough cross-section according to standards, poor dam construction quality is the cause of strong seepage or water bubbling within the dam body, seepage on both sides of the dam, termite nests forming in the dam body causing landslides or landslides, dam slope slides, dam slope erosion, cracks in the dam body...

Recently, Nghe An has been actively building and upgrading its weak reservoir system. From 2018 to present, with loans from the World Bank (WB), Nghe An has been implementing the construction and upgrading of 33 dams.

Of which, the WB capital is more than 490 billion VND, the provincial budget is 27 billion VND. In phase 1, 13 weak reservoirs have been completed, such as Khe Gang reservoir, Hoc Nghet reservoir, Khe Dung reservoir, Khe San reservoir (Quynh Luu district), Khe Dua reservoir (Nghia Dan district), Ke Sat reservoir, Don Hung (Yen Thanh)... The remaining 20 reservoirs have completed flood control items, completed the construction of the spillway, water intake, and operating house, and are striving to put them into use by the end of 2020.

The completed reservoirs have stored water and effectively prevented floods.

Speeding up the progress of the project to restore and upgrade the irrigation system of Bac Nghe An

Nghe An province is also actively accelerating the progress of the Project to Restore and Upgrade the Northern Nghe An Irrigation System to build irrigation and flood drainage canals. This project was approved for investment by the Ministry of Agriculture and Rural Development in Decision No. 1929/QD.BNN-TCTL dated August 14, 2012 with a total investment of over VND 5,705 billion, borrowing ODA capital from Japan (JICA). Nghe An Department of Agriculture and Rural Development is the investor of component 1: Restore and Upgrade the Northern Nghe An Irrigation System, with a total investment of VND 5,205 billion.

The project's objective is to ensure stable irrigation for 27,656 hectares of agricultural land; create a water supply source for industry 1.89m3/s and living 1.59m3/s (900,000 people) for Do Luong, Yen Thanh, Dien Chau, Quynh Luu districts and Hoang Mai town. At the same time, upgrade and expand Dien Thanh sluice to drain and reduce flooding for 1,920 hectares of low-lying areas in Yen Thanh and Dien Chau districts; focus on dredging the Vach Bac drainage canal system to reduce flooding...

The project is implemented in a "rolling" form, using it as it is done.

The project to restore and upgrade the irrigation system in North Nghe An has been closely monitored and achieved high efficiency. The reinforced canal system has prevented water loss, especially reducing the burden of water supply for crops in the beneficiary area.

In particular, the Dien Thanh and Dien Chau sluices put into use in 2019 have contributed positively to good drainage. Specifically, ensuring drainage for the Bung River basin with an area of ​​332.13 km2; prevent salinity, retain fresh water to create irrigation water source for 15,000 hectares of upstream area in Dien Chau and Yen Thanh districts; prevent salinity, create conditions for intensive farming of about 26,500 hectares affected by salinity, ensure waterway traffic through sluices.

Regarding the dike system, Nghe An has a total length of 493km, of which the Ta Lam dike line has a length of 68.22km, the dike line has the task of protecting the lives and property of 1,023,613 people and 137,387 hectares including Do Luong, Thanh Chuong, Nam Dan, Hung Nguyen districts and Vinh city.

Over the past years, Nghe An has combined capital sources to build and repair Ta Lam dike; replace weak culverts; repair and renew many bank protection embankment systems, raise and expand the dike; annual investment has gradually narrowed the weak dike sections.

As the upgrade of Ta Lam dike from Nam Dan to Rao Dung, Nam Dan, Hung Nguyen, Nghi Loc districts and Vinh city (corresponding to K55+000 to K104+200) has been completed, the dike crest elevation ensures protection against flood water levels corresponding to 0.6% frequency, the dike surface is 6m wide. The project to repair and upgrade the routeTa Lam dike, Thanh Chuong district from K18+000 to K25+546 has been constructed.

The Department has directed the Project Management Board to actively urge contractors to speed up the progress and construct reservoirs, canals, etc. to ensure the schedule. Currently, the system of irrigation canals, large drainage canals, and reservoirs in the province has been invested in quite synchronously, meeting both irrigation and flood drainage needs, ensuring the safety of reservoirs. In the coming time, the province will continue to attract foreign capital and domestic investment to continue perfecting the irrigation system.
