Effective dialogue in complaint resolution
(Baonghean) - Through dialogue activities, many mass complaints were not continued, continued to be filed, and in some cases, complaints were withdrawn, so Vinh city did not have to issue a resolution decision.
Reduce "hot" incidents
Doi Cung Ward (Vinh City) is one of the areas affected by the project to renovate the Citadel moat, with nearly 100 households. And the implementation process has many difficulties and problems related to determining the origin of land use, compensation policy for site clearance, including uneven awareness of the people... Ward leaders have directly gone to each residential group to meet with people to discuss, dialogue, propagate, and mobilize; the people's concerns are gathered to organize a dialogue at the ward.
This dialogue invited officials from the city's specialized departments to participate, both directly answering and informing about issues beyond the ward's authority; and creating trust for the people when work is discussed publicly under the supervision of the city.
Up to now, although there are still some problems related to the incorrect declaration of some individuals, Doi Cung ward is the locality that handed over the site to the contractor the earliest, especially in no case of forced eviction.

Along with the project to renovate the ancient citadel moat, Doi Cung ward has recently completed 2 investment projects thanks to good dialogue, consensus building, and mobilization of people's contributions. Those are the project to restore Tran Hung Dao temple and build Doi Cung market.
According to comrade Vo Tuan Anh - Deputy Secretary of the Party Committee, Chairman of the Ward People's Committee, not only investment projects in the area, many conflicts and disputes in the lives of residents related to fences, walkways; or environmental disputes, between business households with loudspeakers, paint, welding, or cooking activities causing pollution due to honeycomb coal smoke with surrounding households..., are also of interest to the ward for dialogue to resolve.
In particular, the role of mediation teams in residential areas and the involvement of ward leaders through organizing meetings and dialogues between each side and between the two sides to clarify the responsibilities of each side and the common responsibility to the community, thereby creating a common voice.
For Nghi Duc commune, dialogues are organized periodically every year between the Party Committee, the government and the people. Comrade Dinh Nho Tai - Deputy Secretary of the Party Committee, Chairman of the People's Committee of the commune said that through the dialogues, two issues emerged in the area, which are the granting and re-granting of land use right certificates for residential land and agricultural land and compensation for site clearance for projects.
"It is important to resolve "post" dialogue issues through directing specialized departments and proactively coordinating with the city in resolving difficulties and creating changes."

For example, regarding the issuance and exchange of land use right certificates, up to now, the rate of issuance and exchange of agricultural land has reached over 90% and the rate of issuance and exchange of residential land has reached over 70% and the remaining 400 cases of residential land are striving to be completed by the end of 2019.
Particularly for projects implemented through the commune, such as the 35m road has been completed and currently the locality is also focusing on land acquisition for the 95m road (with nearly 650 affected plots of land, including 127 residential plots) through the establishment of working groups directly going to the people, with opinions and questions wherever they are, dialogue and direct answers there.
Up to now, the compensation for agricultural land has basically been completed, while residential land is waiting for the resettlement area plan and land prices for departure and arrival from the city to implement.
In addition to organizing regular dialogues to resolve pressing issues and concerns of the people, wards and communes in the city have also maintained regular dialogues between the local government and the people according to the policy of the Provincial People's Committee.
In 2018 alone, 25 wards and communes organized 31 dialogue conferences with the people, with a total of 582 contents reflected by the people and answered and resolved by the authorities.

Limit the number of complaints that go beyond the level
Comrade Le Quoc Hong - Head of the Vinh City Party Committee's Mass Mobilization Committee shared: "Vinh City is a locality that generates many complaints and denunciations (accounting for 1/3 of the total number of complaints in the province). The content of the complaints is mainly related to the issuance of land use right certificates, land recovery, compensation for site clearance, resettlement arrangements; urban planning, management of urban order, market expansion and upgrading...; including complaints about the handling decisions of the city, wards and communes.
Therefore, the work of handling complaints, denunciations and reflections of the people has been focused on by the City Party Committee and directed by the City People's Committee and wards and communes.
Accordingly, in the settlement process, in addition to focusing on receiving people to listen and grasp the situation, the City Party Committee also requires the City People's Committee and wards and communes to focus on dialogue, especially complicated administrative complaints involving many people.
"For complicated and prolonged cases; new cases of a complicated nature, the Standing Committee of the City Party Committee requests the City People's Committee to arrange time for the Standing Committee of the City Party Committee to listen and give instructions, and in some specific cases, the Standing Committee of the City Party Committee also directly dialogues with the people."
In 2018 alone, there were 56 administrative complaints in the city, of which 29 (including some mass cases) were under the jurisdiction of the city and 27 were under the jurisdiction of the ward/commune. All of the above complaints were resolved by the city and the ward/commune with the complainant and relevant parties before issuing a resolution decision.

From that dialogue, in 29 cases under the authority of the City People's Committee that were resolved, in 3 cases, the complainant proactively withdrew the complaint and the city did not have to issue a resolution decision.
The remaining cases, after the Chairman of the City People's Committee issued a decision to resolve, were agreed upon by citizens and no complaints were received. Typical cases of mass complaints related to land acquisition, site clearance and project implementation by 52 households in Nghi Phu and Nghi Kim communes; or 10 households in Quan Bau ward; 16 households in Quang Trung ward; 9 households in Ha Huy Tap ward...
In the ward and commune levels, out of 27 cases under their jurisdiction, 19 cases were not reported to the city after being resolved. Thanks to the focus on dialogue, in recent times, in Vinh city, a number of mass and complicated complaints have been resolved, contributing to limiting the situation of prolonged complaints, going beyond the authority, causing instability in the locality.

However, with the rapid development requirements of the city, conflicts of interest will arise, including in terms of State policies that are not yet synchronous and complete... which are factors that easily give rise to complaints and denunciations. In order to set a higher requirement for this work, the Vinh City Party Committee is drafting a document to implement Regulation No. 11-QD/TW, dated February 18, 2019 of the Central Executive Committee on the responsibility of the head of the Party Committee in receiving people, having direct dialogue with people and handling people's reflections and recommendations.
When the role of the Party Committee leader is promoted in the work of receiving people and dialogue with people, it will contribute to creating movement in the entire political system, creating a change in the work of receiving people, resolving complaints, denunciations, reflections and recommendations of people in the city in the coming time.
