Many effective forms of propaganda

After 5 years of implementing Decision No. 5496/QD-UBND.CN dated November 24, 2015 of Nghe An Provincial People's Committee on approving the Program on economical and efficient use of energy in Nghe An province for the period 2016 - 2020, although the funding source for activities is still limited, it has achieved clear results from awareness to action as set out.

In order to inherit and promote the positive results and overcome the limitations of the previous phase of the Program Plan, coordinate and integrate with other programs being implemented, the People's Committee of Nghe An province issued Decision No. 32/QD-dated January 7, 2021 approving the plan for the program on economical and efficient use of energy in Nghe An province for the period 2021-2025. Accordingly, Nghe An sets a goal of saving energy from 5-7% of total energy consumption. Solutions for science and technology development and product development are implemented by many enterprises in the production and business process.

Mr. Mai Anh Tuan - Deputy DirectorEnergy Saving Center, Department of Industry and Trade said: Although the Covid-19 pandemic has been complicated and greatly affected the activities of the Program with large gatherings, the 2021 Energy Saving and Efficiency Program has also achieved its set goals.

Specifically: Maintain the website "https://eccnghean.vn"; Print 1,288 energy saving handbooks; Organize 7 training courses on energy saving in households in districts and towns; Launch a campaign to promote the use of energy saving and efficiency in schools in Nghe An province; Organize 05 energy saving competitions for schools in Vinh city; Replace and install 102 classroom models with standard lighting and energy saving for schools in neighboring districts and towns. In addition, develop many articles, topics, and reports on energy saving published in Nghe An Newspaper, Nghe An Radio and Television Station.

The 2021 Energy Saving and Efficiency Program has received the attention of most departments, branches, sectors and localities. Some localities and units have assigned energy saving targets to each department and included them in the targets to assess the level of task completion during the year. Information and propaganda activities have been promoted and increasingly diversified, with the participation of authorities at all levels, organizations, associations, youth unions, trade unions, schools, households, etc.

The above movements have raised awareness and received positive responses from businesses and people about using energy economically and efficiently.

Need to synchronize solutions

It can be affirmed that the programenergy savinghas important significance in the production and business of enterprises and the issue of national energy safety. In order to continue to innovate, the organization and management system, improve the quality and efficiency of public service units in accordance with the spirit of Resolution No. 19-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Central Executive Committee and Decree No. 120/2020/ND-CP dated October 7, 2020 of the Government on the establishment, reorganization and dissolution of public service units, the Department of Industry and Trade is currently implementing a number of practical activities.

In order to reduce the number of management units, improve the effectiveness and efficiency of public service units and create conditions for service units to operate dynamically and effectively, ensuring jobs and income for cadres, civil servants and employees, the Department of Industry and Trade has developed a project to merge the Nghe An Energy Conservation Center into the Nghe An Industrial Promotion and Industrial Development Consulting Center to form the Nghe An Industrial and Trade Development Center. After the merger, the center will become a strong collective, helping the Energy Conservation and Efficiency Program in the following years to achieve even greater achievements and overcome many limitations that the Program in previous years has not been able to implement.

However, according to the assessment, there are still many areas with high energy intensity, especially in the business sector. Energy costs for many industries and industrial production sectors account for more than 60% of product costs. According to the leader of the Department of Industry and Trade, to achieve the goal of saving 8-10% of total energy consumption compared to the normal development scenario by 2030, in addition to the efforts of state management agencies at the central level, the participation of businesses and local authorities at all levels is needed because this is a decisive factor.

In addition, it is necessary to promote propaganda, raise awareness, and improve electricity and energy usage behavior for specific groups of people in various forms such as workers, communities, students, etc. with the participation of many unions and social organizations.
