Effectiveness of building cultural villages and residential groups in Nghi Loc
(Baonghean.vn) - Recently, localities in Nghi Loc district have focused on implementing many practical activities to improve both the quality and quantity of the cultural development movement at the grassroots level; especially in building cultural villages and cultural residential groups.

Spread the movement
For many consecutive years, maintaining the cultural title, in recent years, the cadres and people of village 5, Nghi Van commune have always preserved and promoted the fine traditional values of their homeland and become one of the bright spots in implementing the movement to build cultural villages in Nghi Loc district.
Mr. Luong Ngoc An - Secretary of the Party Cell of Hamlet 5, Nghi Van Commune said: “Hamlet 5 was merged from Hamlet 5A and Hamlet 5B according to Resolution No. 16 of the People's Council of Nghe An Province dated September 25, 2019. After the merger, the hamlet organized the development of conventions and village covenants, which were seriously implemented by the people. The hamlet mobilized people to invest in building a cultural house with a total value of over 626 million VND; planting trees, installing flag lines on all roads in the hamlet; purchasing outdoor sports and exercise equipment and other cultural institutions... with a total value of nearly 1.2 billion VND. Cultural, artistic, physical education and sports activities were promoted. The rate of cultural families in the hamlet reached over 95%; the rate of people participating in physical education and sports reached 67%, of which 45% of households met the standards of sports families...”.
With the efforts and achievements, in 2022, village 5 of Nghi Van commune was recognized by the district People's Committee as meeting the standards of a typical cultural village at the district level; at the same time, it is building a typical cultural village at the provincial level in 2023. The commune directed the construction of a smart village model in the construction of a new model rural area in 2023.
In addition to village 5, currently, villages in Nghi Van commune are also promoting the movement of building cultural villages and cultural residential groups. In order for the movement to come into life, the People's Committee of the commune directs the villages to develop specific work programs, fully deploying the contents to each person, in which, cadres and party members are always the core of the movement.

Mr. Doan Van Dung - Chairman of Nghi Van Commune People's Committee said: "In order for the movement to build cultural villages, hamlets and residential groups to develop both in breadth and depth, all levels, sectors and organizations in the commune have promoted the dissemination of each content of the movement so that people can grasp and implement it. At the same time, regularly inspect, urge and guide units to actively and effectively implement it, in order to improve the quality of the movement, focusing on improving the quality of cultural units, cultural families and cultural and sports activities, implementing new lifestyles in weddings, funerals...
Thanks to that, 19/19 villages of the commune have always achieved the title of Cultural Village. The rate of cultural families in 2022 reached 91.3% or more. There are 78 typical households that have been awarded Certificates of Merit by the province for their achievements in 3 consecutive years (2019, 2020, 2021) of achieving the title of "Cultural Family...".
Currently, the movement to build cultural villages and cultural residential groups has spread strongly in many localities in Nghi Loc district with the active and proactive participation of the people. In particular, through the movement, many cultural and sports items and institutions of the village and residential groups have been supported by the local government and people to build such as: village gates, cultural houses, sports fields, inter-village roads, etc.
The system of cultural and sports institutions has been completed, creating favorable conditions for cultural, sports and community activities to develop. From there, the cultural and spiritual life of the people has been gradually improved and enhanced, traditional cultural values have been preserved and promoted...
Improve quality of life
Implementing Project 06 DA/HU dated December 22, 2021 of the Nghi Loc District Party Executive Committee on improving the efficiency and quality of building cultural villages and cultural residential groups in the district for the period 2021-2025, after 2 years of implementation, the movement has breathed new life into the locality.

Mr. Nguyen Dinh Hung - Head of the Department of Culture and Information of Nghi Loc district said: "Determining the construction of a cultural life associated with the appearance of a new cultural and civilized rural area is a central and continuous task. In the process of building a cultural village, the district always follows the motto: The criteria of easy to do first, difficult to do later; what belongs to the people, the family and clan undertake; what is the collective responsibility, the entire political system is mobilized to participate. The most obvious manifestation is the newly built works, many roads are expanded, cultural houses are built spaciously, the lighting system along both sides of the roads adds to the increasingly prosperous rural picture".
With creative methods, the movement to build cultural villages in the district has received the support of a large number of people; the mobilization of social contributions of money, labor days to renovate and upgrade cultural items and institutions has been carried out quite effectively. It is known that up to now, the whole district has 84 - 86% of villages and residential groups recognized as "Cultural Village, Cultural Residential Group" (reaching 89%); completed the construction of 59/118 new village cultural houses (reaching 50% of the plan); 250/250 hamlets and residential groups have cultural and sports institutions meeting the standards of the Ministry of Culture, Sports and Tourism (reaching 100%), of which, 110 cultural houses have a scale of 70% of seats (according to Resolution 28)...; every year, 88 - 90% of families are recognized as "Cultural Family"...
The security and order situation in villages and hamlets is maintained and stable; the landscape is green, clean and beautiful; cultural, artistic, physical education and sports activities are strongly developed; the implementation of civilized lifestyles in weddings and funerals is gradually becoming routine. The economic life of people in cultural villages and cultural residential groups is always stable and gradually developing; the average income per capita is higher year after year (in 2021 it will reach 45 million VND/person/year, by 2023 it will be 50 million VND/person/year); the poverty rate in cultural villages and cultural residential groups is generally lower than the average of the district; in which, many units no longer have poor households...
Along with that, the movement to build the model of "Typical cultural village, typical cultural residential group" has always been interested and directed by the district. Every year, each commune selects at least 1 hamlet, residential group to build the model of "Typical cultural village, typical cultural residential group". In 2022, the District People's Committee recognized the model for 11 hamlets in 9 communes; in 2023, 17 hamlets in 17 communes registered for model recognition. The hamlets recognized as typical cultural village models at the district level are truly outstanding, with bright spots, typical in criteria such as environmental landscape, cultural and sports institutions, etc.
In order to continue effectively implementing the Project "Improving the efficiency and quality of building cultural villages and cultural residential groups in Nghi Loc district in the period of 2021-2025", in the coming time, the district will continue to improve the effectiveness of information and propaganda work on the mass media system and social networks, focusing on promoting traditional cultural values associated with the work of preserving and promoting the values of cultural heritages; speeding up the progress of building new cultural houses after merging hamlets and residential groups; for cultural houses facing difficulties and problems with land and planning, the People's Committees of communes are required to proactively work with relevant district-level departments and branches to advise the District People's Committee on timely solutions.
At the same time, regularly pay attention to building, repairing, renovating, and upgrading cultural and sports facilities in hamlets and residential groups; continue to direct and urge hamlets to register to build typical cultural village models to complete the prescribed targets to be recognized in 2023 and the following years; combine the construction of typical cultural village models with the construction of smart village models; strive for 100% of communes to build at least 1 typical cultural village at the district level by 2025.
